        "content": "<p>Banda Aceh (ANTARA) - The Komisi Pemberantasan Korupsi (KPK) states\nthat Aceh government project procurement is very minimised through\ntender processes and is instead dominated by direct appointment\n(PL).<\/p>\n<p>\u201cSo PL is a \u2018red flag\u2019 (an indication of potential fraud) and this,\nfor us, is a matter of particular concern,\u201d said Harun Hidayat, head of\nthe Task Force for the Directorate of Coordination and Supervision for\nRegion I of the KPK RI, in Banda Aceh, on Tuesday.<\/p>\n<p>Harun Hidayat delivered these remarks in a coordination meeting on\ncorruption prevention with the Aceh People\u2019s Representative Council\n(DPRA) and the regional DPRK of Aceh district\/city, at the DPRA Main\nBuilding in Banda Aceh.<\/p>\n<p>In simple terms, red flag is an early warning sign showing anomalies,\ninconsistencies, or potential risk in the procurement process. In\npractice, red flags can appear at various points: in bid documents, in\nthe evaluation process, in interactions between internal and external\nparties, or in the behaviour of tender participants.<\/p>\n<p>Harun explained that in the Aceh Government\u2019s 2026 General\nProcurement Plan (RUP), only 0.92 percent of procurements are through\ntenders, whereas PL accounts for 74 percent or 7,722 activity\npackages.<\/p>\n<p>To the Aceh Inspectorate, the KPK asked that this be evaluated and\nre-examined, whether problematic PL processes are conducted in\naccordance or are merely project splitting to avoid tenders, which could\ncause mens rea (evil intent).<\/p>\n<p>\u201cMitigation remains, tender carries lower risk than PL; there is no\nneed for consolidation there. Auctions can use various methods: \u2018supply\nby owner\u2019, and others,\u201d he said.<\/p>\n<p>Moreover, Harun asked Aceh legislators not to interfere with the\nexecutive in executing procurement activities, whether those arise from\nplanning in the thoughts-pokir (Pokir) or Musrenbang.<\/p>\n<p>\u201cSo it must be bidirectional; the executive should execute it with\ntendering, whatever procurement methodology is used; the legislature\nshould not interfere,\u201d he stated.<\/p>\n<p>\u201cIn essence, we always remind everyone. This is a \u2018red flag\u2019; please\nmitigate, because a \u2018red flag\u2019 is not necessarily corruption, but please\nmitigate,\u201d Harun Hidayat concluded.<\/p>",
