KPK Hopes for a Corruption-Free Judiciary Following Increase in Ad Hoc Judges' Allowances

JAKARTA, KOMPAS.com - The Corruption Eradication Commission (KPK) hopes that the judicial system will operate transparently and free from corrupt practices following the increase in allowances for ad hoc judges.

“An increase in welfare through enhanced income from official salaries or allowances is one of several improvement efforts, but what is more important is ensuring that the judicial system operates transparently, accountably, and free from corrupt practices,” said KPK Spokesperson Budi Prasetyo in his statement on Tuesday (5/5/2026).

The KPK hopes that the increase in allowances for ad hoc judges will further strengthen the independence, professionalism, and integrity of judicial apparatus in carrying out their duties.

“Therefore, efforts to improve judges’ welfare must go hand in hand with strengthening the judicial system and governance comprehensively,” he said.

In line with this, the KPK is also undertaking various strategic steps in efforts to prevent corruption in the judicial sector, one of which is through studies related to the integrity of the judicial process.

The results of these studies have identified several important issues that require attention in efforts to improve the judicial system.

In addition, transparency in the management of case costs, including deposits, still needs to be monitored and strengthened.

The KPK has also found imbalances in judges’ workloads, as well as the persistence of illicit levies by litigants and court officials.

“Such conditions not only create legal uncertainty but also potentially open up opportunities for corruption, including bribes and gratuities in the handling of cases,” said Budi.

Furthermore, the KPK views that judicial system reform must be carried out comprehensively and measurably, starting from system improvements, increased transparency, and strengthened oversight.

President Prabowo Subianto signed Presidential Regulation No. 5 of 2026 on Financial Rights and Facilities for Ad Hoc Judges on 4 February 2026.

In the attachment to Perpres 5/2026, ad hoc judges in first-instance corruption offence courts, first-instance industrial relations courts, first-instance fisheries courts, first-instance human rights courts, and first-instance commercial courts receive an allowance of Rp 49,300,000.

Meanwhile, judges in appellate courts receive an allowance of Rp 62,500,000, while those in cassation courts receive Rp 105,270,000.

In addition to allowances, ad hoc judges will also receive six other rights and facilities such as housing, transportation, and health insurance.

“Ad hoc judges will be provided with financial rights and facilities consisting of: a. allowance; b. state housing; c. transportation facilities; d. health insurance; e. security guarantee and in carrying out their duties; f. official travel expenses, and; g. appreciation money,” states Article 2 of Perpres 5/2026.
