Jakarta — Indonesia’s Anti-Corruption Commission (KPK) revealed that Fuad Hasan Masyhur, Chairman of the Advisory Board of the Forum of Hajj and Umrah Travel Associations (SATHU) and owner of hajj travel agency Maktour, met with Religious Affairs Minister Yaqut Cholil Qoumas to discuss the additional hajj quota for 2024 (1445 Hijriah).

The meeting was also attended by several executives from special hajj operator associations (PIHK) affiliated with Forum SATHU. Among the matters discussed was SATHU’s request to manage additional special hajj quotas exceeding eight per cent, according to KPK Deputy for Enforcement and Execution Asep Guntur Rahayu in a press conference held in Jakarta on Friday.

Asep added that the meeting took place in November 2023 on the initiative of Fuad Hasan.

“In November 2023, a meeting was held between Forum SATHU, initiated by FHM, and YCQ,” he said.

The KPK announced on 9 August 2025 the beginning of an investigation into alleged corruption related to Indonesia’s hajj quotas for 2023–2024. On 11 August 2025, the KPK announced that an initial calculation of state losses in the case reached over Rp1 trillion and imposed travel bans on three individuals for up to six months. Those banned were Yaqut, Ishfah Abidal Aziz (Gus Alex), who worked as Yaqut’s aide, and Fuad Hasan Masyhur.

On 11 March 2026, a panel of judges at South Jakarta District Court rejected Yaqut’s pre-trial motion. On 12 March 2026, the KPK detained Yaqut at the State Detention Centre of the Red and White Building of the KPK.
