The Corruption Eradication Commission (KPK) disclosed that Pekalongan Regent Fadia Arafiq admitted she did not understand bureaucracy due to her background as a dangdut musician and said she only carried out ceremonial functions. ‘FAR admitted that technical bureaucratic matters were handed over to the Regional Secretary (Sekda), while she spent more time performing ceremonial duties within Pekalongan Regency,’ KPK Deputy for Enforcement and Exexecution Asep Guntur Rahayu said at a press conference at Gedung Merah Putih in Jakarta, quoted Thursday (5/3/2026). Asep noted that the regent should understand bureaucratic matters given she is in her second term, and as a regent she should grasp the principles of good governance in local government. ‘Especially FAR is a two-term Regent or State Organizer with previous service as Deputy Regent from 2011-2016, so she should understand the principles of good governance,’ he added.

In this case, the KPK alleges that Fadia’s son and husband established a company named PT Raja Nusantara Berjaya (RNB). Fadia was the beneficial owner of the company. The company also housed Fadia’s campaign team, and she allegedly pressed regional officials to ensure the company won contracts.

KPK said PT RNB secured outsourcing contracts in 17 regional devices, three regional hospitals, and a district in 2025. Asep said PT RNB received Rp 46 billion in contracts with Pekalongan Regency from 2023-2026. ‘From that money, only Rp 22 billion was used to pay outsourcing staff salaries; the remainder was enjoyed and shared with the Regent’s family, totaling Rp 19 billion,’ Asep said.

The breakdown is as follows:

  • Pekalongan Regent Fadia Arafiq: Rp 5.5 billion;

  • Fadia’s husband, Ashraff: Rp 1.1 billion;

  • Director of PT RNB, Rul Bayatun: Rp 2.3 billion;

  • Fadia’s child, Sabiq: Rp 4.6 billion;

  • Fadia’s child, Mehnaz Na: Rp 2.5 billion;

  • Cash withdrawals: Rp 3 billion.

Fadia is charged under Article 12(i) and Article 12(B) of the Law on the Eradication of Corruption, read together with Article 127(1) of Law No. 1 of 2023 on the Indonesian Penal Code.
