KPK Examines Acting Cilacap Regent, Probes Syamsul Auliya's Extortion Practices
JAKARTA, KOMPAS.com - The Corruption Eradication Commission (KPK) has delved into the testimony of Acting Regent of Cilacap, Ammy Amalia Fatma Surya, regarding the extortion practices carried out by the suspended Regent of Cilacap, Syamsul Auliya Rachman.
The matter was explored during Ammy Amalia’s examination as a witness in the case of extortion and other receipts implicating Syamsul Auliya Rachman.
“In today’s examination of AAF (Ammy Amalia Fatma Surya), her knowledge regarding these extortion practices was probed, including whether such practices had occurred in previous years or periods,” said KPK spokesperson Budi Prasetyo at the Merah Putih Building, Jakarta, on Tuesday (5/5/2026).
He stated that so far, the KPK has not obtained information that the collected funds were related to the Regional Revenue and Expenditure Budget (APBD).
Nevertheless, from the testimonies of witnesses, it emerged that the money collected for the Hari Raya allowance came from personal funds, loans, and contributions from regional apparatus staff.
“Thus, this indicates a tiered suspicion of extortion carried out by the Regent to the regional apparatus, and then some of these regional apparatus collected from their subordinates,” he said.
“This means that in this case, we see a domino effect, with extortion at the upper level cascading down to the staff who then had to collect the money, and this collected money was for the Hari Raya allowance from the Regent to the Regional Leadership Communication Forum (Forkopimda) in Cilacap Regency,” he added.
Acting Regent of Cilacap, Ammy Amalia Fatma Surya, claimed she was unaware of the extortion modus operandi employed by her colleague, suspended Regent Syamsul Auliya, to collect Hari Raya Allowance (THR) funds.
This statement was made by Ammy after being examined by the KPK as a witness in the case at the Merah Putih Building, Jakarta, on Tuesday.
“I have no idea at all, I swear to God,” said Ammy.
Ammy claimed that the investigators only delved into her statements regarding her duties when she was Deputy Regent of Cilacap.
She also reiterated that she was unaware of the extortion practices carried out by Syamsul Auliya Rachman for THR funds intended for the Regional Leadership Communication Forum (Forkopimda).
“I was only asked if I knew anything or not? Well, I don’t know anything. Then, what were the duties of the deputy regent all this time? Who am I accountable to? Yes, I am accountable to Mr Syamsul,” she said.
