KPK Claims State Losses in Hajj Quota Case Amount to Rp622 Billion

State losses in the alleged corruption case concerning the additional Hajj quota that implicated former Religious Affairs Minister Yaqut Cholil Qoumas amount to IDR 622 billion.

This was disclosed at a pre-trial hearing at the South Jakarta District Court as the KPK Legal Bureau read out the answer to Yaqut’s application, on Wednesday 4 March.

“The investigators for the Respondent have received a letter from the Audit Board of Indonesia (BPK) regarding the results of an investigative audit in relation to the calculation of state losses in Indonesia’s Hajj quota for the 2023-2024 pilgrimage year at the Ministry of Religious Affairs with the conclusion of irregularities against the laws and regulations by the parties involved,” the KPK Legal Bureau said in the Oemar Seno Adji courtroom at the South Jakarta District Court, on Wednesday 4 March.

The irregularities consist of deviations in the process of determining the special extra Hajj quota, deviations in the process of filling the extra Hajj quota, and the flow of funds in the administration of the special Hajj pilgrimage for 2023 and 2024.

“The irregularities resulted in state losses valued at IDR 622,090,207,166.41 (IDR 622 billion),” the KPK Legal Bureau stated.

“That up to the reading of the Respondent’s answer in the aforementioned pre-trial, the investigation conducted by the Respondent remains ongoing,” it added.

Previously, Yaqut’s legal team asked the judge to cancel three Investigative Orders (Sprindik) used by the KPK to prosecute him as a suspect in the case of alleged corruption related to the extra Hajj quota.

The three orders were: Letter No. Sprin.Dik/61/DIK.00/01/08/2025 dated 8 August 2025; Letter No. Sprin.Dik/61A.2025/DIK.00/01/11/2025 dated 21 November 2025; and Letter No. Sprin.Dik/01/Dik.00/01/01/2026 dated 8 January 2026.

“[The applicants] respectfully request that the Court grant the petition in its entirety,” Yaqut’s legal counsel, Andi Syafrani, told reporters on Tuesday 3 March.

Yaqut, together with his Special Assistant Ishfah Abidal Aziz, also known as Gus Alex, were named as suspects in the case of alleged corruption related to the extra Hajj quota. However, neither has been detained.

The KPK has already asked the Directorate General of Immigration to prevent Yaqut and Ishfah from leaving the country for six months up to 12 August 2026.

During the investigation, the KPK has raided several locations, including Yaqut’s residence in Condet, East Jakarta; a Hajj and Umrah travel agency in Jakarta; the home of a Kementerian Agama civil servant in Depok; and the PHU (Directorate General of Hajj and Umrah) room at the Ministry of Religious Affairs.

Many exhibits believed to be related to the case were seized, including documents, Electronic Evidence (BBE), and vehicles and property.
