KPK Claims "Ijon" Project Practice in Rejang Lebong Risks Degrading Infrastructure Quality

Jakarta — The Corruption Eradication Commission (KPK) has stated that the practice of “ijon” (advance fee extraction) on projects in Rejang Lebong Regency Government can degrade the quality of infrastructure projects.

Budi cited the Rejang Lebong case as an example, in which fee demands of 10-15 percent of project value force project owners to reduce production costs on the project.

“This naturally risks lowering work quality because service providers or private parties must readjust field production costs,” said Budi in a press statement on Monday (16 March 2026).

He noted that if such practices are allowed to continue, the quality of built infrastructure risks falling short of optimal standards, diminishing the development benefits to the public despite substantial budget allocations.

Consequently, every rupiah spent on development projects should be utilised maximally and targeted appropriately.

Budi further revealed that prior to the arrest operation, the KPK through its Coordination and Supervision Deputy (Korsup) had provided mentoring and strengthened corruption prevention systems for Rejang Lebong Regency Government. This mentoring was conducted through several instruments, including Monitoring Controlling Surveillance for Prevention (MCSP) and Integrity Assessment Survey (SPI).

However, the procurement of goods and services sector remains an area of concern.

In 2025, Rejang Lebong Regency’s procurement sector score stood at 61, with procurement implementation achieving only 41 and strategic procurement at 68. By comparison, in 2024, the procurement sector scored 32 with strategic procurement controls at just 16.

“This data demonstrates that procurement governance, particularly on strategic projects directly related to regional development such as infrastructure, still has vulnerabilities that require strengthening,” said Budi.

Regarding integrity index measured through the Integrity Assessment Survey (SPI), Rejang Lebong Regency remained in a vulnerable position with a score of 70.36, down 4.26 points compared to 2024. The decline included the anti-corruption awareness aspect, which fell from 69.7 to 61.05.
