KPK Affirms Agriculture Ministry Corruption Investigations Ongoing Amid Lawsuit Over Alleged Delays
The Corruption Eradication Commission (KPK) has responded to a lawsuit filed by the People’s Alliance for Justice and Welfare (Arukki) and the Indonesian Law Enforcement Oversight Institute (LP3HI) concerning the alleged stalling of corruption investigations at the Ministry of Agriculture during 2020–2022. The KPK affirmed that cases involving the ministry are still being actively pursued.
“We can confirm that the handling of these cases is still ongoing,” KPK spokesperson Budi Prasetyo told reporters on Friday (20 February 2026).
Budi added that the KPK respects the right of every citizen to file pretrial motions, describing such actions as a means of testing the procedural aspects of case handling.
“We view this as a form of public contribution to overseeing every legal process at the KPK,” Budi said.
He also confirmed that the KPK would prepare a formal response to the lawsuit. “The KPK, through its Legal Bureau, will prepare an official response to the substance of the pretrial petition,” he added.
Arukki and LP3HI have sued the KPK over the alleged stalling of corruption investigations at the Ministry of Agriculture during 2020–2022. The lawsuit covers three clusters of suspected corruption at the ministry.
Legal counsel for Arukki and LP3HI, Boyamin Saiman, explained that the inaugural hearing, registered under case number 13/Pid.B/2026, was held at the South Jakarta District Court on Friday (20 February 2026). Boyamin said his clients filed the suit under Article 158(e) of the new Criminal Procedure Code, which states:
“The District Court is authorised to examine and rule, in accordance with the provisions of this Law, on matters including: (e) delays in case handling without valid justification.”
“The basis for this lawsuit is Article 158(e) of the new Criminal Procedure Code, which defines the scope of pretrial proceedings to include delays in case handling. This is a new provision in the Code, which strengthened our resolve to file a lawsuit over stalled case handling by law enforcement,” Boyamin told reporters.
Boyamin outlined three clusters of suspected corruption at the Ministry of Agriculture during 2020–2022 that are allegedly stalled at the KPK. The first concerns the procurement of Foot and Mouth Disease (FMD) vaccines, suspected to have caused state losses of Rp 75.7 billion.
“On 15 June 2022, the Ministry of Agriculture carried out the procurement of Eartag Secure QR Codes, based on Minister of Agriculture Decree Number SS9/KPTS/PK.300/M17/2022 concerning Animal Tagging and Data Collection for Foot and Mouth Disease Control,” Boyamin said.
“The Supreme Audit Agency (BPK) subsequently revealed overpayments in the procurement of FMD vaccines, with potential state losses of Rp 75.7 billion,” he added.
Boyamin noted that the case had originally been disclosed by Alexander Marwata, then serving as KPK Deputy Chairman. Reports on the matter were received by the KPK in 2020, and by 2021 the leadership had issued a disposition letter to the enforcement division for follow-up investigation.
“Through KPK Deputy Chairman Alexander Marwata, the public complaints had been received by the Public Complaints division in 2020, and according to him, in 2021 the KPK leadership had already issued a disposition letter to the enforcement division to follow up on the report by conducting an investigation,” he said.
Boyamin argued that no follow-up action was taken after the disposition order, amounting to an unjustified delay in case handling.
“Given that the leadership’s disposition order was not followed up as it should have been, the petitioners consider that the respondent has engaged in delaying case handling without valid justification,” he said.
The second cluster concerns the procurement of eartags — livestock identification tags based on secure QR code technology — and the third relates to cattle procurement. Boyamin stated that to date, no case has been concluded nor any suspects designated among those involved.
“Based on the chronology and findings from media reports, the Ministry of Agriculture is suspected of committing corruption in the procurement of secure QR code eartags for cattle tagging and data collection, yet the respondent has to this day neither concluded the case nor designated suspects against the other parties involved in this corruption case,” he said.
