KPAI Demands Arrest of Man Offering 'Oral Sex Services': Risk of Seeking New Victims
The Indonesian Child Protection Commission (KPAI) has called for the arrest of IK, a madrasah tsanawiyah (MTs) teacher in Depok, West Java, who became viral for distributing flyers offering ‘oral sex services’ in South Tangerang, Banten. KPAI is concerned that the perpetrator could repeat his actions.
“KPAI urges the police to immediately secure and detain the perpetrator. Allowing the perpetrator to remain free with only a guarantee of a ‘statement letter’ is a highly dangerous step,” said Deputy Chairman of KPAI, Jasra Putra, in his statement on Wednesday (1/4/2026).
“The perpetrator is a real threat with the potential to continue his actions, seek new prey, and transmit deadly diseases to children,” he added.
Jasra stated that this case opens Pandora’s box regarding the fragility of child monitoring systems in Indonesia. He highlighted that teachers with ‘black marks’ can easily move to new teaching positions.
“Referring to the government’s commitment to eliminating the ‘3 Major Sins of Education’, KPAI emphasises the need for strict prerequisites and early tracking to detect teachers with sexual disorientation,” he explained.
Jasra then presented data from the Indonesian Education Monitoring Network (JPPI) for 2025. From that data, there were 641 cases of violence in the education sector, with the highest number being sexual violence at 57.65%.
“The most striking fact for the education world is that 46% of total cases are dominated by power relations between teachers and students. This is clear evidence that school buildings often become shelters for predators,” he said.
Jasra called on all parties to conduct evaluations. KPAI also highlighted the weakness of reporting systems in schools that often silence witnesses and victims.
“Schools are still faced with management walls, leading to dilemmas and ultimately case disappearances. There have been too many lessons from the prolonged handling of perpetrators in incidents where the scene is an educational institution,” he said.
“Children are still in the shadow of fear of reporting due to threats of grades, expulsion from school, physical intimidation, or the perpetrator’s power relations,” he added.
KPAI urged school parties to be more adept at handling sexual violence issues, one of which is by openly listing complaint hotlines. He also invited all parties to improve so that children are protected from sexual crimes.
“There must be a guaranteed confidential reporting space. The reporting place should not be in the teachers’ room or the principal’s room, which could cause feelings of intimidation. There is a complaint box that is fully equipped, this room must provide psychological safety for children to speak honestly without pressure,” he explained.
HIV Sufferer Since 2014
The madrasah tsanawiyah (MTs) in Depok, West Java, has also spoken out after its teaching staff, IK, went viral for distributing ‘oral sex services’ flyers in South Tangerang, Banten. It turns out the perpetrator IK is suspected of having been infected with HIV since 2014.
“According to IK’s confession to Mr Jarkasih, it is true that the individual has been infected with HIV since 2014,” said the head of MTs in Depok, Eka Fajriawati, via text message on Tuesday (31/3).
Eka assured that no teachers or students became victims of IK. Including those associated with IK.
“There are none (teachers and students who became victims of IK), and according to the individual’s confession, there was no approach at all to students at the school,” she added.
