Korlantas Reveals Contraflow and One-Way Scheme for Japek Toll Road

Jakarta — The Traffic Police Corps (Korlantas) of the Indonesian National Police (Polri) has unveiled a traffic management scheme for the Trans Java Toll Road during the Eid al-Fitr 1447 H (2026) holiday rush and return traffic. Korlantas Chief Agus Suryonugroho stated that traffic engineering on the Trans Java Toll Road will employ contraflow and one-way schemes, similar to those implemented in previous years.

“During the holiday rush and return traffic, we will implement contraflow and one-way policies, as have been applied in previous years,” Agus said when met by journalists after overseeing the departure of the Transmedia Mudik (Holiday Exodus) Coverage on Friday (13 March 2026).

The traffic management measures will be activated once vehicle volume on the Trans Java Toll Road, particularly the Jakarta-Cikampek (Japek) Toll Road, reaches approximately 5,500 vehicles.

“We will monitor the parameters. At KM 47 on the Jakarta-Cikampek Toll Road, there is a radar system that can count vehicles passing continuously for one hour. Once vehicles reach 5,500, we will report to the National Police Chief so that traffic management steps can be implemented,” Agus explained.

The detailed scheme involves implementing contraflow on one lane from KM 47 to KM 70 once the Japek Toll Road exceeds its first capacity threshold. If vehicle volume continues to increase despite the first contraflow lane, a second contraflow lane will be activated. Should congestion persist even with both contraflow lanes operational, a one-way system will be implemented.

“The first step is contraflow on one lane. When there is a significant surge in traffic flow, we will implement two-lane contraflow traffic management. Should both lanes remain congested, we will implement a one-way system for the first phase on the national one-way section, which runs from KM 70 to kilometre 236. Last year it only extended to KM 188, but we will continue to evaluate,” he explained.

With this mechanism, Korlantas hopes to improve traffic flow on the Jakarta-Cikampek Toll Road, prioritising vehicles travelling from Jakarta towards the Trans Java Toll Road.

“This mechanism will allow us to improve traffic flow and prioritise vehicles travelling from Jakarta towards the Trans Java Toll Road,” he said.

These measures are naturally related to traffic management, depending on vehicle volume and other factors.

“These steps are related to how we manage traffic content. So it depends on the ratio, the number of vehicles, and we also use digital technology to ensure that peak traffic during specific periods can flow smoothly,” he said.

Additionally, Korlantas will rely on functional toll road sections to distribute traffic on the Japek Toll Road. Working with toll road operators, they will open the Japek 2 South functional toll road.

This toll road will redirect vehicles from or to Bandung and surrounding areas without needing to pass through the Japek Toll Road. For holiday exodus traffic, vehicles from Bandung are to be routed through the Japek 2 South Toll Road, from the Sadang interchange to the Setu area or near the Burangkeng junction on the Jakarta Outer Ring Road (JORR) 2 or the Cimanggis-Cibitung toll section.

For return traffic, vehicles from Bandung returning to Jakarta will also be directed through Japek 2 South. The scheme is similar to the exodus traffic arrangement.

“The functional toll road, particularly Japek 2 South, is strategic for distributing holiday exodus traffic from Bandung. Vehicles will be routed at Sadang and won’t need to go to KM 66. Especially during return traffic, vehicles from Sadang won’t need to reach the Cikampek crossing; they can directly turn onto Japek 2 South towards Setu,” he explained.
