The Traffic Police Corps (Korlantas) of the Indonesian National Police is preparing several functional toll road segments to support the smooth flow of vehicles during the 2026 Ketupat Operation, which encompasses both the outbound exodus and return traffic during the Eid al-Fitr celebration period. The utilisation of these newly opened toll segments is expected to help distribute vehicle congestion away from main routes.

Korlantas Chief Inspector General Agus Suryonugroho stated that the operation of functional toll road segments forms part of a broader traffic management strategy, implemented alongside other traffic engineering measures such as contraflow and one-way systems.

“There will also be functional toll diversions. The Southern Japek route will be particularly strategic for dispersing traffic during the return flow,” Agus said during a press conference at the Integrated Post for the 2026 Ketupat Lodaya Operation at the West Java Police headquarters at the 57 km rest area of the Jakarta–Cikampek Toll Road on Tuesday, 17 March 2026.

He outlined that the functional toll road segments include the Southern Japek route from Sadang through Deltamas to Setu. Other sections being prepared are located on the Bocimi corridor from Parungkuda to Karang Tengah.

Functional toll roads will also be activated in several other regions across Java. The prepared segments include the Solo–Yogyakarta route, Probolinggo to Besuki through Paiton, and the Semarang, Bawen to Ambarawa corridor.

The management of outbound traffic also takes into account projected vehicle movements from Jakarta towards various destinations. Police estimates indicate that approximately 3.5 million vehicles will depart Jakarta towards Trans-Java routes and areas with ferry crossings to Sumatra.

“Of the projected 3.5 million vehicles leaving Jakarta for Trans-Java routes through Cikupa, Banten and heading to Sumatra, only 28 per cent have departed Jakarta so far,” Agus said.

He noted that the Ketupat Operation is not solely focused on traffic management. Police are also concentrating security efforts on five clusters of public activities during Ramadan and Eid al-Fitr.

These clusters encompass toll highways, national arterial roads, ferry ports and transport hubs such as terminals, airports and railway stations, places of worship, and tourist attractions.

West Java Regional Police Chief Inspector General Rudi Setiawan stated that his force is preparing various measures to support vehicle flow management in his jurisdiction. The West Java Regional Police has deployed traffic clearing teams operating on both toll roads and arterial routes.

“These are traffic clearing teams that will work to alleviate congestion on toll roads and at several other locations on arterial routes,” Rudi said.

The West Java Regional Police has also prepared several alternative routes to accommodate drivers exiting toll roads when traffic engineering measures are implemented. The southern corridor from Sukabumi to Pangandaran has been designated as an alternate route towards Central Java.

Additionally, the central route through Gentong, Limbangan and Nagreg has been prepared to mitigate vehicle congestion on main routes heading towards Bandung or Jakarta.

The utilisation of functional toll road segments and alternative routes is expected to help ensure smooth travel for citizens during the Eid al-Fitr transportation period. The Ketupat Operation is aimed at ensuring citizens can travel home safely and return to their places of origin securely.
