Kompolnas responds to proposal to limit active police in civilian positions
JAKARTA, KOMPAS.com - National Police Commission (Kompolnas) Commissioner Choirul Anam said the revision of the Police Law (RUU Polri) presents an opportunity to clarify regulations on the placement of active police officers outside the police institution. Anam said debates over active police in civilian roles have arisen due to the lack of detailed and clear regulations in the law. “I believe this should be seen as an opportunity to clearly define which positions can be filled by police officers and which cannot,” Anam told Kompas.com on Thursday, 28 May 2026. He added that the deployment of police personnel outside the institution must have a clear legal basis aligned with the core duties of the police. He cited roles requiring active police involvement, such as patrol and security duties (patwal) and domestic security in the Coordinating Ministry for Political and Security Affairs (Kemenko Polkam). He stressed the importance of ensuring police assignments outside the institution remain closely tied to the core duties and functions of the police force. “One of the key debates is ensuring alignment with the core duties and functions of the police,” Anam said. Previously, Law Minister Supratman Andi Agtas stated the government believes the number of civilian positions occupied by active police should be reduced. “The government thinks it’s better to reduce them,” Supratman said at the DPR building in Senayan, Jakarta, on Monday, 25 May 2026. DPR Commission III Chairman Habiburokhman noted that one of the changes in the RUU Polri is stricter and clearer regulations on police officers serving outside the police institution. The bill also includes other provisions, such as strengthened oversight, guarantees of police neutrality, retirement age regulations, and enhanced status for Kompolnas.
