Kompolnas: Firm enforcement action key to preventing police personnel involvement in violence

Jakarta (ANTARA) - The National Police Commission (Kompolnas) has assessed that firm enforcement action will strengthen efforts to prevent further cases of Indonesian National Police (Polri) personnel being involved in alleged acts of violence.

This was conveyed by Kompolnas member Mochammad Choirul Anam in relation to the case of a Mobile Brigade (Brimob) officer identified by the initials Bripda MS, who allegedly assaulted a minor resulting in the child’s death.

“With firm action against anyone through a transparent and accountable process, this creates a serious deterrent effect,” he said in Jakarta on Monday.

Beyond firm enforcement, Anam considered the reinforcement of inherent supervisory functions to be equally important in prevention efforts.

“Inherent supervision simply means that if a subordinate commits a wrongdoing, those who can be held accountable include their commander and superiors, so that the inherent supervisory function operates effectively and properly,” he said.

Another measure involves instilling a community-oriented policing paradigm from the education stage onwards. He assessed that this paradigm must be strengthened through curriculum development and increased teaching hours.

“For example, in non-commissioned officer recruitment, what should be prioritised is education on how they understand the community policing model, the service-oriented policing model, with a character fundamentally grounded in humanism, dialogue, tolerance, respect, and so forth,” he said.

The instilling of this paradigm, he stated, would encourage the formation of a new culture, such as an anti-violence culture, so that the conduct of police personnel can be shaped from the outset.

Regarding the alleged assault case involving Bripda MS, based on the chronology provided by the police, the incident began when a Brimob patrol was conducting a security operation using a tactical vehicle in the areas of Tual City and Southeast Maluku Regency in the early hours of Thursday (19 February).

The patrol was initially stationed at the Mangga Dua Complex in Langgur until approximately 02:00 Eastern Indonesian Time (WIT). They then moved to Fiditan Village, Tual City, after receiving a report from residents regarding an alleged assault near the Tete Pancing area.

Upon arriving at the location, the suspect along with several officers dismounted from the vehicle and conducted security measures. Approximately 10 minutes later, two motorcycles were travelling at high speed from the direction of Ngadi towards Tete Pancing.

The suspect reportedly swung a tactical helmet as a signal. However, the helmet struck the right temple of the victim, AT (14), causing the victim to fall from the motorcycle in a face-down position.

The victim was subsequently rushed to Karel Sadsuitubun Regional General Hospital in Langgur for medical treatment. However, at 13:00 WIT, the victim was pronounced dead.
