Kompolnas Decisions to Be Binding and Must Be Implemented by the National Police Chief
The Commission for Accelerating Police Reform (KPRP) recommends that decisions by the National Police Commission (Kompolnas) be binding and must be implemented by the Indonesian National Police (Polri). KPRP member and Coordinating Minister for Law, Human Rights, Immigration, and Correctional Affairs Yusril Ihza Mahendra stated that this recommendation is part of strengthening Kompolnas as the oversight body for Polri. “The third important point is the existence of Kompolnas, whose authority is expanded, and its decisions are binding, so they must be implemented by the National Police Chief,” Yusril said at the State Palace in Jakarta on Monday (5/5/2026). Therefore, the government will prepare a draft revision to be submitted to the DPR. “As an amendment to the current Police Law, several articles, especially those related to Kompolnas, as well as the placement of police outside policing duties. That will be emphasised in the law,” Yusril added. Previously, KPRP member Mahfud MD stated that Kompolnas will become an independent body tasked with overseeing Polri. The former Coordinating Minister for Political, Legal, and Security Affairs also revealed that Kompolnas will consist of nine members with varied backgrounds. “There are former high-ranking Polri officials, advocates, community figures, academics, environmental experts, and so on. In total, there are nine, and that is detailed in this decision,” Mahfud said. KPRP Chairman Jimly Asshiddiqie noted that Kompolnas membership will no longer be based on positions or ex officio from other government institutions. “The President strongly approves the strengthening of Kompolnas, the National Police Commission of the Republic of Indonesia is strengthened so that its decisions and recommendations are binding,” Jimly said.
