Jakarta, CNBC Indonesia - The Satu Data Indonesia regulation was formally enacted as law at the plenary session on Tuesday (6 October 2026). Communication and Digital Affairs Minister Meutya Hafid outlined the ministry’s responsibilities under the law.

“The role of Satu Data is to unify data, and the connecting system is called SPLP. So this is a service connection system,” Meutya said at the Komdigi office on Wednesday (7 October 2026).

She explained that Satu Data does not involve moving existing data. Each ministry and agency will continue to hold its own data, while Komdigi will provide the pathways to connect them.

“Satu data is not about moving data, so that all ministries and agencies go to one place. Instead, it provides pathways so that this data can interact,” she said.

“Komdigi’s task in this is to build the roads so that each ministry’s data can be connected and communicate with the single data system,” she added.

She cited digital social assistance (perlinsos) as one of the programmes adopting the system. She expressed hope that it could be expanded this year.

“Yes, digital perlinsos is one of the targets, possibly this year. It was piloted before, and this year it can be expanded more widely,” she said.

The Satu Data Indonesia law consists of 20 chapters and 141 articles. It covers governance through a national SDI master plan, SDI architecture, SDI management and the SDI lifecycle.

Eight key provisions of the law:

  • The law governs the National Basic Data (Data Dasar Nasional, DDN), which is controlled by the state and serves as the primary reference for development planning, state financial and budgeting policy, the distribution of social assistance, and other national needs.

  • The law provides for the establishment of an SDI administrator that is accountable to the President. This body will replace the concept of the Satu Data Indonesia Agency.

  • All institutions that produce and manage data must use the same data standards.

  • The law regulates the systems and facilities used for digital data management, which must take into account the security and sovereignty of national data.

  • The law requires that data held by various institutions be connected and shared as needed.

  • The law sets data security standards established by the agency responsible for cyber security and cryptography.

  • The public is given the opportunity to provide input, report suspected data misuse, take part in oversight, and voluntarily provide data.

  • The law sets out mechanisms for resolving data management disputes, with out-of-court resolution or mediation given priority.
