        "content": "<p>Jakarta, CNBC Indonesia - The Satu Data Indonesia regulation was\nformally enacted as law at the plenary session on Tuesday (6 October\n2026). Communication and Digital Affairs Minister Meutya Hafid outlined\nthe ministry\u2019s responsibilities under the law.<\/p>\n<p>\u201cThe role of Satu Data is to unify data, and the connecting system is\ncalled SPLP. So this is a service connection system,\u201d Meutya said at the\nKomdigi office on Wednesday (7 October 2026).<\/p>\n<p>She explained that Satu Data does not involve moving existing data.\nEach ministry and agency will continue to hold its own data, while\nKomdigi will provide the pathways to connect them.<\/p>\n<p>\u201cSatu data is not about moving data, so that all ministries and\nagencies go to one place. Instead, it provides pathways so that this\ndata can interact,\u201d she said.<\/p>\n<p>\u201cKomdigi\u2019s task in this is to build the roads so that each ministry\u2019s\ndata can be connected and communicate with the single data system,\u201d she\nadded.<\/p>\n<p>She cited digital social assistance (perlinsos) as one of the\nprogrammes adopting the system. She expressed hope that it could be\nexpanded this year.<\/p>\n<p>\u201cYes, digital perlinsos is one of the targets, possibly this year. It\nwas piloted before, and this year it can be expanded more widely,\u201d she\nsaid.<\/p>\n<p>The Satu Data Indonesia law consists of 20 chapters and 141 articles.\nIt covers governance through a national SDI master plan, SDI\narchitecture, SDI management and the SDI lifecycle.<\/p>\n<p>Eight key provisions of the law:<\/p>\n<ul>\n<li><p>The law governs the National Basic Data (Data Dasar Nasional,\nDDN), which is controlled by the state and serves as the primary\nreference for development planning, state financial and budgeting\npolicy, the distribution of social assistance, and other national\nneeds.<\/p><\/li>\n<li><p>The law provides for the establishment of an SDI administrator\nthat is accountable to the President. This body will replace the concept\nof the Satu Data Indonesia Agency.<\/p><\/li>\n<li><p>All institutions that produce and manage data must use the same\ndata standards.<\/p><\/li>\n<li><p>The law regulates the systems and facilities used for digital\ndata management, which must take into account the security and\nsovereignty of national data.<\/p><\/li>\n<li><p>The law requires that data held by various institutions be\nconnected and shared as needed.<\/p><\/li>\n<li><p>The law sets data security standards established by the agency\nresponsible for cyber security and cryptography.<\/p><\/li>\n<li><p>The public is given the opportunity to provide input, report\nsuspected data misuse, take part in oversight, and voluntarily provide\ndata.<\/p><\/li>\n<li><p>The law sets out mechanisms for resolving data management\ndisputes, with out-of-court resolution or mediation given\npriority.<\/p><\/li>\n<\/ul>",
