KKP's Siap Mutu Application Streamlines National Fishery Product Exports

JAKARTA — To facilitate export activities for business operators and ensure acceptability by competent authorities in destination countries, the Ministry of Marine Affairs and Fisheries (KKP) has launched the Siap Mutu application platform, an integrated nation-wide system.

The Operational Information System and Quality Service Application (Siap Mutu) operates under the Agency for Quality Control and Inspection of Marine and Fishery Products (Badan Mutu KKP).

Head of Badan Mutu KKP, Ishartini, conveyed this in an official KKP statement on Friday (11 April).

"The Siap Mutu application can be accessed nationally and is connected to OSS and the Indonesia National Single Window (INSW), as well as related systems across various agencies, to facilitate fishery exports for business operators," she explained.

Ishartini added that Siap Mutu also serves as a tool supporting the acceptability of fishery products in destination countries, as competent foreign authorities can now receive the Fishery Product Quality and Safety Certificate (SMKHP) electronically via a QR code system, making the process highly efficient.

Meanwhile, Acting Head of the Badan Mutu West Java Office (Jakarta II), Dede Suhendra, said that the SMKHP has become a requirement for quality assurance and food safety compliance in 140 destination countries for Indonesian fishery exports. With Siap Mutu, he added, international connectivity has become faster, more robust, effective and efficient, minimising dwelling time and thereby strengthening the competitiveness of Indonesian fishery products in the global market.

Through the application, the process of requesting SMKHP issuance — from application evaluation and technical assessment through to the draft SMKHP — takes an average of five minutes, followed by online verification of vessel data, commodity volume and other processes.

One example of Siap Mutu's operations can be seen at the Badan Mutu Provincial Representative Office for West Java at the Tanjung Priok Office. The application is also integrated with the non-tax state revenue (PNBP) payment system, allowing PNBP receipts to be printed on site.

"Service users can also monitor online where their application stands in the process," Dede added.

**Joining the INSW System**

Ishartini further explained that, to assist business operators and as a commitment to public service, the digitalisation of SMKHP issuance services through Siap Mutu is now fully online via the Indonesia National Single Window (INSW) system.

Consequently, data entered by business operators through Siap Mutu will be synchronised with relevant ministries and agencies, ensuring fishery commodities are ready for shipment to various destination countries.

"We have coordinated with LNSW and, in accordance with the mandate of Minister of Marine Affairs and Fisheries Regulation No. 33 of 2024, the system is now online with the Indonesia National Single Window System (SINSW)," said Ishartini.

The National Single Window Agency (LNSW), as the competent authority for electronic data exchange in commodity trade, plays a vital role in supporting digital fishery exports.

"Together with LNSW, we have also explored the possibility of electronic certificate cooperation with Norway, and all of this will be conducted through a single gateway under the SINSW umbrella," she concluded.

Previously, Minister of Marine Affairs and Fisheries Sakti Wahyu Trenggono issued instructions on digital transformation within KKP to establish an electronic-based governance system within the ministry. This is considered essential for building accurate and reliable unified data, as well as delivering optimal public services.
