Batam — The Director of the Narcotics Investigation Unit at the Riau Islands Regional Police (Polda Kepri), Senior Commissioner Suyono, stated that his agency continues to investigate the supplier of methamphetamine to the Head of Moro Health Centre, despite the case being resolved through restorative justice (RJ).

The case of drug abuse by Dr BSS, who serves as Head of Moro Health Centre, has been concluded through a restorative justice mechanism, with a sanction requiring him to undergo three months of inpatient rehabilitation.

“Yes, we are still conducting further investigations into the source of the methamphetamine. Officers are currently in the field to trace the origins based on arrests that took place some time ago,” said Suyono in Batam on Friday.

Dr BSS, the head of the health centre in Moro Sub-district, was arrested by the Subdirectorate 1 of the Narcotics Investigation Unit at Polda Kepri on Thursday (19 February) based on developments stemming from the arrest of suspect M.

Suspect M is an individual involved in receiving stolen vehicles in Moro Sub-district. From that arrest, investigators discovered nine packets of methamphetamine weighing 1.18 grams, which the suspect claimed belonged to Dr BSS.

Based on M’s statement, investigators then apprehended Dr BSS. A search of his residence did not yield methamphetamine, but a methamphetamine smoking pipe (bong) and a positive urine test result were found.

On Tuesday (24 February), Dr BSS underwent assessment at the Riau Islands Province BNN (National Narcotics Agency), attended by an Integrated Assessment Team (TAT) comprising representatives from the BNN, Polda Kepri, and the local prosecutor’s office.

The TAT assessment determined that Dr BSS must undergo three months of inpatient rehabilitation at the Riau Islands Provincial BNN Rehabilitation Centre.

Based on the TAT results, investigators then concluded the case through the restorative justice mechanism. Accordingly, on Wednesday (25 February), Dr BSS was transferred to the Riau Islands Provincial BNN Rehabilitation Centre.

According to Suyono, in accordance with the National Police Commander’s Regulation (Perkap) Number 8 of 2021, the case of Dr BSS met the criteria for restorative justice application: no narcotics evidence was found, the urine test was positive, the individual was not part of a drug distribution network, and drug use did not exceed once per day.

“Based on the TAT results, he is a user, and his examination confirms this; he had previously undergone rehabilitation arranged by his family,” said Suyono.
