Judicial Commission Hopes Increase in Allowances Strengthens Judges' Integrity and Independence
Jakarta (ANTARA) - The Judicial Commission (KY) hopes that the increase in allowances for ad hoc judges, as regulated in Presidential Regulation (Perpres) No. 5 of 2026 on the Financial Rights and Facilities of Ad Hoc Judges, will strengthen the integrity and independence of judges across Indonesia.
“KY hopes that this improvement in welfare will enhance the independence and integrity of judges, as well as provide the best public service to those seeking justice,” said KY member and spokesperson Anita Kadir in a statement in Jakarta on Tuesday.
KY has responded positively and appreciates the issuance of Perpres No. 5 of 2026 on the Financial Rights and Facilities of Ad Hoc Judges, which was enacted on 4 February 2026.
She explained that under the regulation, ad hoc judges are granted financial rights and facilities including allowances, state housing, transport facilities, health insurance, security guarantees, travel expense reimbursements, and appreciation payments.
According to Anita, the increase in financial rights and facilities for ad hoc judges represents equality with career judges to ensure judicial independence.
“KY appreciates President Prabowo Subianto for signing Perpres No. 5 of 2026. This demonstrates concern and attention to the welfare of ad hoc judges,” Anita stated.
She assessed that the increase in allowances and rights for ad hoc judges is a good intention from President Prabowo Subianto to improve welfare in order to realise judicial independence.
All of this, she said, is related to judicial ethics, which includes the principle of causality.
Therefore, the increase should be accompanied by enhancements in judges’ capacity to carry out their duties and responsibilities.
“With the increase in judges’ allowances, their performance and morale should also be strengthened,” she said.
Anita also emphasised that the issuance of the regulation serves as an effort to support the zero-tolerance policy towards violations of the Code of Ethics and Guidelines for Judicial Conduct (KEPPH), particularly those of a transactional nature.
It was previously reported that President Prabowo Subianto issued Perpres No. 5 of 2026 on 4 February 2026 to strengthen the quality of judicial administration in Indonesia.
In a copy of the regulation, it is stated that the regulation of financial rights and facilities for ad hoc judges is necessary because they are officials who exercise judicial authority, thus requiring integrated regulation within the legal system.
The issuance of this new regulation also aims to improve the quality of justice through support for integrity, professional, and independent ad hoc judges in carrying out their duties.
For information, the allowance amounts for ad hoc judges at the first instance level, such as in corruption, industrial relations, fisheries, human rights, and commercial courts, are set at Rp49,300,000. Meanwhile, for the appellate level, the allowance reaches Rp62,500,000. For the cassation level, ad hoc judges receive an allowance of Rp105,270,000.
