Judicial Commission Hopes Increase in Ad Hoc Judges' Allowances Will End Transactional Practices in Courts

JAKARTA, KOMPAS.com - Member of the Judicial Commission (KY) Abhan has positively welcomed the increase in allowances for ad hoc judges as regulated in Presidential Regulation Number 5 of 2026 on the Financial Rights and Facilities of Ad Hoc Judges.

Abhan hopes that this increase in allowances for ad hoc judges will end transactional practices in the courts.

“Of course, with the increase in ad hoc judges’ salaries, the hope is that there will no longer be cases of a transactional nature in the handling of cases in the courts,” Abhan told Kompas.com on Tuesday (5/5/2026).

In this way, there will no longer be judges engaging in transactional acts.

“Because basic needs should already be sufficiently met with this salary increase, it is hoped that judges will act fairly, have high integrity, and be professional,” Abhan stated.

Nevertheless, he acknowledges that change ultimately comes from each individual’s morality.

“It all comes back to each judge individually. The state has already provided a decent salary with this increase. Of course, it must be balanced with the judge’s integrity and the quality of fair and just judicial decisions,” Abhan said.

President Prabowo Subianto signed Presidential Regulation Number 5 of 2026 on the Financial Rights and Facilities of Ad Hoc Judges on 4 February 2026.

In the attachment to Perpres 5/2026, ad hoc judges in first-instance corruption offence courts, first-instance industrial relations courts, first-instance fisheries courts, first-instance human rights courts, and first-instance commercial courts receive an allowance of Rp 49,300,000.

Meanwhile, judges at the appellate level courts receive an allowance of Rp 62,500,000, while judges at the cassation level receive Rp 105,270,000.

In addition to allowances, ad hoc judges will also receive six other rights and facilities such as housing, transportation, and health insurance.

“Ad hoc judges will be given financial rights and facilities consisting of: a. allowance; b. state housing; c. transportation facilities; d. health insurance; e. security guarantee and in carrying out their duties; f. official travel expenses, and; g. appreciation money,” states Article 2 of Perpres 5/2026.
