Jimly's Team Proposes Revision of the Polri Law to Prabowo
The Commission for Accelerating Police Reform proposes a revision to Law No. 2 of 2002 on the Indonesian National Police (Polri). This proposal is one of the outcomes from the commission’s work, reported to President Prabowo Subianto at the Palace in Jakarta on Tuesday (5/5/2026). “So we propose the formation of a revision to the Law on Polri, which will then be followed up with a government regulation or presidential regulation,” said the Chairman of the Commission for Accelerating Police Reform, Jimly Asshiddiqie, during a press conference at the Palace on Tuesday. “This includes the agenda for internal reforms that must change around—or not around, we’ve calculated—eight Polri regulations and 24 Chief of Police regulations that are expected to be completed by 2029,” Jimly stated. During the occasion, Jimly mentioned an exchange of ideas between the Commission for Accelerating Police Reform and Prabowo. “We also reported that, including the idea of establishing a security ministry. We have agreed that we are not proposing a new ministry,” Jimly said. Previously, in a plenary session on Tuesday (27/1/2026), the DPR approved eight points for accelerating Polri reforms, which were the conclusions from a working meeting between Commission III of the DPR and the Chief of Police. The conclusions from the meeting with Sigit were read directly by the Chairman of Commission III, Habiburokhman. Several points in the meeting conclusions include the affirmation that Polri is directly under the President, not a ministry. “Commission III emphasises that the position of Polri is directly under the President of the Republic of Indonesia and not formed as a ministry led by the Chief of the National Police of the Republic of Indonesia (Kapolri) who is appointed and dismissed by the President of the Republic of Indonesia with the approval of the People’s Representative Council of the Republic of Indonesia as regulated in Article 7 of MPR Decree No. VII/MPR/2000 and applicable legislation,” said Habiburokhman while reading the meeting conclusions. One of the points to be regulated concerns active police members being allowed to hold positions in several ministries/institutions. “Commission III of the DPR RI emphasises that the assignment of members of the National Police of the Republic of Indonesia (Polri) to hold positions outside the Polri organisational structure can be carried out based on Police Regulation No. 10 of 2025,” said Chairman of Commission III Habiburokhman while reading the meeting conclusions on Monday.
