Despite its nearly completed widening, the Jakarta-Bekasi toll road has not improved its service to road users significantly.

The problem is that PT Jasa Marga, the agency managing toll roads which cooperates with private companies, is apparently unable to determine a schedule for trucks and trailers using the toll road. Road users have the impression that the congestion of the Jakarta-Bekasi toll road are caused by the high number of heavy vehicles mixing with private cars and city buses during the morning and evening peak hours.

If only Jasa Marga was willing to take pertinent action, e.g. approaching the related agencies (Communications Department and the Traffic Directorate of the Jakarta Police) to jointly lay down a schedule for trucks and trailers! Jasa Marga should not confine itself to collecting toll money; it should work out an effective program that would benefit road users too.

The Jasa Marga board should also consider the education of its personnel to become investigators and authorize them to take steps against violators.

Motorists often use the shoulder of the toll road without any sign of guilt. Jasa Marga's rapid reaction patrol does not have enough personnel to deal with lawbreakers.

The sooner Jasa Marga improves the quality of its personnel, the sooner it will improve its image in the community.
