East Nusa Tenggara Governor Emanuel Melkiades Laka Lena attended the 2025 Annual General Meeting of Shareholders of PT. Penjaminan Kredit Daerah (Jamkrida) NTT, a provincial state-owned enterprise, on Wednesday, 11 March 2026 at Jamkrida NTT’s offices.

Laka Lena explained that the meeting discussed Jamkrida’s business plan for 2026. “We reviewed the financial reports and strategised the business plan for Jamkrida going forward into 2026,” he stated.

Laka Lena revealed that one of the key discussions centred on Jamkrida NTT’s expansion beyond the province. “We discussed how to expand beyond NTT to areas in Eastern Indonesia where Jamkrida does not yet operate,” emphasised the former Indonesian parliamentarian.

Laka Lena committed to coordinating with all governors across Eastern Indonesia to facilitate the expansion plan.

The shareholders’ meeting also examined Jamkrida NTT’s operational performance and the appointment of six new board members currently under review by the Financial Services Authority (OJK).

“We also looked at asset accounting matters and the new board appointments in progress, as well as various internal matters,” Laka Lena said.

“Essentially, Jamkrida is currently in a strong and healthy position, and we continue to address past issues related to previous board members who faced legal problems,” he added.

“The new board appointments are in progress with OJK. The target is to improve provincial revenue sources,” stated the Golkar Party politician.

Meanwhile, Acting Chief Executive Officer of Jamkrida NTT, Frits Oscar Fanggidae, disclosed that the East Nusa Tenggara Provincial Government has set a target for Jamkrida NTT to distribute dividends of Rp 15 billion in 2026.

One strategy involves targeting potential markets outside NTT. To date, two provinces are being explored: Maluku and North Maluku.

“The Governor mentioned that the expansion would be to Maluku and North Maluku, which coincidentally do not yet have their own Jamkrida entities. This means we can expand our project guarantees financed through regional budgets to these provinces,” explained Frits.

Frits noted that Maluku and North Maluku currently lack credit guarantee companies. To facilitate regional expansion using online systems, coordination will be established with the Indonesian National Construction Contractors Association (Gapensi) in each target region.

“When we move into Maluku and North Maluku, we do not need to establish branch offices or representatives there. Instead, everything will operate through partnerships with Gapensi in those provinces, with administrative functions handled at Gapensi offices,” he clarified.

In 2025, Jamkrida NTT successfully distributed Rp 7.5 billion in dividends to the regional government. Frits is optimistic that the 2026 target set by the provincial government can be achieved, supported by a capital injection of Rp 21 billion from the provincial government.

Frits emphasised that, according to the local inspector’s audit, Jamkrida NTT is capable of receiving capital injections from its shareholders, the provincial government.

“The regional inspectorate has conducted a thorough audit and recommended that Jamkrida NTT is ready to meet the conditions for receiving additional capital,” he stated.

Frits hopes that with the capital injection support, the 2026 targets can be met. “We hope our guarantee capacity will increase. With this additional Rp 21 billion, we can expand our guarantee capacity by approximately Rp 400-500 billion,” he explained.
