Jambi Governor Calls for Revision of Spatial Planning Regulation to Support Regional Development
Jambi Governor Al Haris has called for a revision of Government Regulation (PP) Number 21 of 2021 on spatial planning management. He also urged the central government to consider granting flexible authority and room for innovation to each regional government.
"The central government is expected to allocate high-resolution satellite imagery nationally to support the acceleration of spatial planning activities in the regions," he said during a dissemination event held by the Regional Legislation Agency (BULD) of the Regional Representative Council (DPD RI) at Nusantara V Building, Parliamentary Complex, Senayan, Jakarta, on Monday (14 July 2025).
Al Haris further stated that strengthening human resource capacity in the regions must also be prioritised through technical training programmes such as GIS and thematic mapping, as well as direct assistance from the central government, including integration of the OSS-RTR system.
He also highlighted the need for incentive and disincentive mechanisms for regions that have or have not yet drafted their Regional Spatial Plans (RTRW) and integrated them into the OSS-RTR system.
"We as the provincial government fully support the spirit of spatial planning reform, but there needs to be strengthened central-regional synergy, particularly in funding, authority, and the acceleration of spatial planning documents," he said at the event, which was attended by all leadership elements and governors from across Indonesia.
Al Haris explained that spatial planning is a key mandate in the implementation of the Job Creation Law as part of improving the investment climate and business activities, making the updating of Spatial Plans an urgent need in supporting business licensing through OSS-RBA.
"The implementation of spatial planning and utilisation must be synergistic between the central and regional governments and must refer to valid geospatial data," he elaborated.
Al Haris noted that currently 463 regencies, municipalities, and certain regions have enacted regional regulations. Meanwhile, of the total 649 Detailed Spatial Plans (RDTR), 367 have been integrated into OSS-RBA.
"Jambi Province enacted its RTRW regional regulation in 2023 and was the seventh fastest nationally," he explained.
Meanwhile, DPD RI Chairman Sultan B. Najamudin said that the central government has been driving large-scale transformation through regulatory simplification and debureaucratisation to encourage investment, enhance downstream processing capacity for mineral resources, and develop special economic zones.
"Regulations related to spatial planning are the backbone of the government's agenda, so that the spirit we collectively champion can be achieved," he concluded.
