Jakarta Regional Parliament Discusses Regulations on Family Development and Environmental Protection
The Jakarta Regional Parliament (DPRD) held a plenary session on Monday, 9 March 2026, to present general statements from parliamentary factions and the governor’s response to two draft regional ordinances: one on family development and another on the plan for environmental protection and management (RPPLH).
During the session, various factions presented views on the importance of measurable family development indicators. Factions from the PKS, Gerindra, PAN, Democrat-Perindo, NasDem, and Golkar parties argued that the Family Quality Development Index (IPKK) should be made a key performance indicator in regional development planning documents, including both the long-term regional development plan (RPJPD) and the medium-term regional development plan (RPJMD) for Jakarta Province. These indicators cover aspects of family welfare, resilience, and participation in development.
Additionally, several factions, including Democrat-Perindo, Gerindra, Golkar, and NasDem, highlighted the importance of developing a digital-based family information system that is integrated. Such a system is expected to provide accurate family data and information as a foundation for formulating family development policies in Jakarta.
Meanwhile, factions from PAN, PSI, PKB, and Democrat-Perindo emphasised the importance of strengthening institutional governance through a mainstreaming approach in family development. This strategy is considered important so that strategic issues, such as gender equality and family protection, become an integral part of development planning processes.
The protection of vulnerable families also drew attention from several factions, including Democrat-Perindo, PSI, PDI Perjuangan, and Gerindra. They highlighted the importance of protecting women and children as part of efforts to strengthen family resilience amid various social challenges.
In response to these views, Jakarta Deputy Governor Rano Karno presented the governor’s answer during the plenary session. He affirmed that family development performance indicators through the IPKK can be measured clearly and reported annually.
“The results of IPKK achievement can be measured and reported every year,” said Rano.
He also affirmed that protection for women and children is a priority in family development policies in Jakarta. According to him, the response is implemented through various stages, from prevention, intervention, to rehabilitation.
Additionally, the regional government will ensure that the collection, processing, and storage of family data is carried out regularly while maintaining data security and protecting the confidentiality of personal data.
In the same session, discussions also highlighted the importance of the ordinance on the environmental protection and management plan (RPPLH). The DPRD factions considered the document to have a strategic role as a guide for long-term environmental planning in the capital.
Rano Karno appreciated the views of DPRD factions regarding the importance of RPPLH as a foundation for formulating regional development policies up to 30 years ahead. The document will serve as a reference in formulating various regional planning documents such as RPJPD, RPJMD, regional spatial plans (RTRW), and detailed spatial plans (RDTR).
“The RPPLH also functions as an ecological indicator in formulating sectoral plans based on spatial data,” said Rano.
Through this document, the regional government is expected to ensure alignment between development policies and the carrying capacity of the environment, as well as principles of sustainable development.
Several strategic environmental issues also received attention from DPRD factions, including air quality, river water pollution, waste management, groundwater use, subsidence, coastal area protection, and the limited availability of green open spaces.
In response, the Jakarta Provincial Government affirmed its commitment to continue addressing various environmental problems through strengthening policies, utilising technology, and reinforcing mitigation and adaptation measures against various environmental challenges in the capital region.
