Jakarta Regional House of Representatives demands strict SLF enforcement on all buildings without exception
Chairman of the Special Committee on Parking (Pansus) for Jakarta Regional House of representatives, Jupiter, has demanded the Jakarta provincial government, through theBuilding, Spatial Planning and Land Affairs Office (Citata), take stringent action against buildings that have not obtained or renewed their Certificate of Fitness (SLF).
Jupiter emphasised that SLF regulations must be strictly enforced without exception to safeguard public safety.
“Compliance with SLF must consistently be upheld by Citata without exception to protect public safety and prevent potential losses and dangers from unsafe or non-compliant structures,” Jupiter stated during a telephone interview with Kompas.com onThursday (28 May 2026).
The certificate ensures buildings are safe, comfortable, and fit for use.
Government regulations mandating SLF are outlined in Government Regulation No. 36 of 2005 and reinforced by Government Regulation No. 16 of 2021 on building structures.
Jupiter noted many building owners have been negligent in renewing their SLF.
Strict enforcement measures begin with a Warning Letter 1 (SP1) to prompt immediate SLF application or renewal.
If ignored, authorities can escalate to Warning Letter 2 (SP2) and Warning Letter 3 (SP3).
Should building owners still fail to comply after three warnings, the government may impose harsher penalties such as sealing or temporarily suspending operations.
Five of 23 invited buildings did not attend.
Meanwhile, 15 buildings were found to lack or have not renewed their SLF, including hotels, hospitals, and university buildings.
Jupiter explained SLF is crucial to ensure buildings remain safe for use, including functioning evacuation routes and safety systems during fires or disasters.
“In the event of a disaster or fire, it is essential to ensure SLF permits are renewed so we can prevent incidents and ensure evacuation routes are available,” he said.
He added that buildings such as hotels, hospitals, universities, shopping centres, and office buildings must ensure their safety for the public, visitors, and staff.
