Jakarta Governor Pramono Anung has submitted a draft Regional Regulation (Raperda) concerning Family Development, which he views as a long-term investment for Jakarta’s progression towards Global City status.

Pramono stated that family development aims to improve the quality of life for the community. According to him, the family is the fundamental foundation of social development, as families represent the primary actors in building social resilience and sustainable development.

“Values of compassion, education, and character formation are instilled within the family environment from an early age. Therefore, family development plays a strategic role as a long-term investment and foundational capital for development, particularly for Jakarta which is undergoing transformation into a Global City with characteristics of dynamic urban living,” Pramono said during his address at the Jakarta Provincial Legislative Assembly (DPRD) plenary session on Monday (2 March 2026).

Additionally, Pramono stated that the Family Development Raperda aims to strengthen harmonisation and synchronisation of family development efforts across the Jakarta Provincial Government. This would enable the government to improve data governance and strengthen institutional capacity.

“The formulation emphasises strengthening and optimising family functions, cross-sector integration, protection and specific interventions for vulnerable families, prevention, treatment and rehabilitation programmes, strengthening character values, data-based governance, institutional reinforcement, and programme harmonisation with continuous evaluation,” he explained.

Pramono continued by citing the legislative basis for submitting this Raperda as Article 13, paragraph (2) of Law Number 52 of 2009 concerning Population Development and Family Development. He stated that this article mandates Provincial Governments to be responsible for implementing family development through Regional Regulations.

“From a sociological perspective, empirically, the Family Quality Development Index (IPKK) achievement in Jakarta Province shows an increasing trend, rising from 49.59 in 2022 to 63.59 in 2024. However, this achievement remains below the national average which ranges between 60 and 72.08 during the same period,” he explained.

For this reason, Pramono believes that more systematic efforts are needed to improve the quality of family development across welfare, resilience and family participation aspects. He noted that IPKK has been established as a National Priority in the National Long-Term Development Plan (RPJPN) and National Medium-Term Development Plan (RPJMN) with a target score of 75.55 by 2029 and 80.00 by 2045.

“Thirdly, the consideration of Jakarta’s transformation into a Global City, which demands an improvement in human resource quality, effective government governance, and community social resilience,” he stated.

According to him, family development means forming a generation that is adaptive to urban dynamics and global developments whilst maintaining local values and identity. The fourth point concerned the governance and family development policy framework, which still operates under a sectoral paradigm.

“Family problems encompass the entire lifecycle and various aspects of life. However, their management remains fragmented and has not yet been oriented towards improving family welfare, resilience and participation,” he said.
