Jakarta Governor Pramono Anung Wibowo Warns of Severe Sanctions for Civil Servants Using Official Cars for Mudik
Jakarta Governor Pramono Anung Wibowo emphasised that official vehicles owned by the Jakarta Provincial Government must not be used for mudik. The ban carries the threat of stern sanctions for officials who violate the rules. ‘Regarding official cars for mudik, I will not permit it,’ Pramono said when asked in Central Jakarta on Saturday. He stressed that state vehicles used for personal purposes during mudik will incur severe sanctions. According to him, official cars are a state facility that must be used solely for government duties. ‘Whoever violates this will face severe sanctions. Therefore, for official cars for Jakarta’s officials it is not allowed at all,’ he said. The ban on using official vehicles for mudik is effectively a national policy long implemented by the government. The Ministry of Home Affairs and the Corruption Eradication Commission (KPK) consistently remind state apparatus not to misuse state assets for personal interests. The provision refers to Ministerial Regulation PER/87/M.PAN/8/2005, which states that official vehicles may be used only for operational duties. The regulation applies to all civil servants (ASN). Violations of these provisions can be subject to disciplinary sanctions with varying levels, ranging from verbal warnings, written warnings, demotion, up to dismissal with honour not at the employee’s own request, depending on the severity of the violation. Similar declarations were also made by a number of regional governments ahead of the Lebaran mudik. The Cianjur Regency Government, West Java, for example, prohibited officials and ASNs from using official vehicles for mudik trips. Cianjur Regent Mohammad Wahyu Ferdian said official vehicles are a state facility allocated to support the execution of government duties, and therefore must not be used for personal interests. ‘We forbid officials in the Cianjur district government who are provided with official vehicles from using those facilities for mudik during Lebaran, in line with central government rules and directions,’ Wahyu said in Cianjur on Friday. He emphasised that ASNs must maintain discipline and set an example to the public in using state facilities. Officials who still use official vehicles for mudik will be subject to sanctions ranging from a verbal reprimand to administrative sanctions. According to Wahyu, most ASNs already have private vehicles, so there is no reason to use official vehicles for mudik. Local governments have also opened channels for the public to report if they find official vehicles used for mudik. ‘Please use private vehicles for ASNs or officials when travelling for Lebaran mudik. Do not violate, because strict sanctions will be imposed,’ he said.
