JAKARTA, KOMPAS.com – The operation of the Refuse Derived Fuel (RDF) Plant in Rorotan, North Jakarta, involves community elements to accommodate aspirations regarding challenges and issues occurring on the ground.

The community, consisting of RW chairmen or community leaders, is directly involved as members of the Working Team for Monitoring RDF Plant Operations in Jakarta, in accordance with the Decree of the Secretary of the Special Capital Region of Jakarta Province No. 18 of 2026.

Head of the Jakarta Environmental Agency Asep Kuswanto stated that the involvement of residents in the Working Team can provide input regarding the operation of the Rorotan RDF Plant.

According to him, aspirations from the community can serve as material for evaluation to continuously improve the operation of this facility.

“I hope that the Working Team for Monitoring RDF Plant Operations in Jakarta can continue to provide input so that the management of this facility becomes even better. We also request support and participation from the community,” said Asep at the coordination meeting held on Thursday (2/4/2025).

In the coordination meeting held by DLH Jakarta through the Integrated Waste Management Unit (UPST), the Working Team received explanations about the mitigation measures that have been carried out, particularly regarding odour issues.

Asep acknowledged that there are still shortcomings in the operation of the Rorotan RDF Plant. However, he stated that his side is continuously striving to ensure that the operation of this waste processing facility runs without disturbing the comfort of the surrounding community.

“We are continuously striving to make various improvements. These efforts are aimed at reducing environmental and social impacts. With the Working Team, we can receive aspirations from residents as a source of evaluation,” said Asep.

On the other hand, based on reports from several members of the Working Team in areas around the RDF, the odour that was once detected has gradually decreased. The UPST continues to make improvements and repairs and communicates them with residents.

Head of the Pollution Control and Environmental Damage Division (PPKL) of DLH DKI Jakarta Erni Pelita Fitratunnisa stated that the odour detected is likely originating from unsorted waste and improper waste transportation.

The waste transportation issue has been addressed by using compactor trucks to prevent odour and leachate from scattering. Meanwhile, for odour issues, DLH Jakarta relies on the Air Quality Monitoring Station (SPKU) that can monitor continuously.

“The DKI Jakarta Provincial Government is committed to preparing a good waste processing system so as not to cause unrest. We have conducted monitoring regarding how high the odour levels that emerge,” said Fitri at the coordination meeting.
