Jakarta DPRD Member Says Parking Situation Has Reached Emergency Level, Sidewalks Taken Over by Vehicles
A member of the DKI Jakarta DPRD from the PDI-P faction, Hardiyanto Kenneth, assesses that the parking problem in Jakarta has reached an emergency level due to the prevalence of illegal parking up to sidewalks dominated by vehicles.
“This is no longer a minor issue. The parking chaos in Jakarta has entered emergency level. Sidewalks to the main road are now occupied by vehicles without firm control,” Kenneth told Kompas.com on Monday (11/5/2026).
Kenneth believes there are serious issues in the supervision, transparency, and effectiveness of the Jakarta Parking Management Unit’s (UPT Parkir) performance.
According to Kenneth, this situation indicates weak field supervision of parking, making illegal parking increasingly difficult to control.
He highlights the performance of UPT Parkir, which he deems not yet optimal in providing service certainty to the public and maximising Local Own-Source Revenue (PAD).
“I question the performance of UPT Parkir because illegal parking collections are still rampant, while parking levies are considered not yet optimal,” Kenneth said.
Kenneth requests the DKI Jakarta Provincial Government (Pemprov DKI) to conduct a thorough evaluation of all parking operators cooperating with Pemprov DKI.
“All operators must be tested for professionalism, integrity, digitalisation capabilities of the system, and commitment to public service,” he stated.
Previously, a video showing several vehicles parked on the roadside around the Metro Jakarta Timur Police Resort went viral on social media.
In the video uploaded by the Instagram account @ijooel, cars to motorbikes are seen parked around the Metro Jakarta Timur Police Resort area up to occupying one lane of Jalan Matraman Raya.
Half of Jalan Matraman Raya’s body is used for parking, from in front of the East Jakarta Health Sub-District Office building to around Jatinegara Market.
“The parking in front of Jaktim Police and surroundings makes the road narrow, hinders residents’ traffic flow, trying to report directly also gets a very passive response,” reads the caption from the Instagram account @ijooel.
