JAKARTA, KOMPAS.com - A member of the Jakarta DPRD from the PDI Perjuangan faction, Hardiyanto Kenneth, has seriously highlighted parking management in Jakarta, including the push for implementing a cashless system as well as alleged issues in illegal parking areas and shopping centres.

This was stated during a meeting of the Special Committee on Parking Management of the Jakarta DPRD, which was also attended by the Jakarta Transportation Agency, the Jakarta Regional Revenue Agency, the Parking Management Unit, and several parking operators, on Thursday (23/4/2026).

“If we’re talking about Jakarta, we’re often confused about where to start because illegal parking is widespread. Let’s start with Tanah Abang. Can we implement a cashless system? We must have the courage,” Kenneth said in his statement received by Kompas.com on Thursday (23/4/2026).

In that context, Kenneth assessed that implementing a non-cash system is an important step to clarify the difference between official and illegal parking, so that enforcement can be carried out more firmly.

“With a cashless scheme, it will be clear which parking is official and which is illegal. The illegal ones must be dealt with firmly; if necessary, they should be arrested and rehabilitated to create a deterrent effect,” he emphasised.

Kenneth also stressed the importance of collaboration between the legislature, executive, and parking business actors to build a transparent and accountable system.

In addition, he highlighted the management of parking in several shopping centres in Jakarta that are suspected to have problems, ranging from potential revenue leaks to valet service practices that are deemed detrimental to the public.

“There must be a comprehensive audit of the transaction recording system, including verification of raw data, not just aggregate reports from vendors,” said Kenneth.

He also highlighted alleged issues with the legality of parking operator cooperation, including permits that are said to have expired but are still operating.

“From a risk management perspective, there is certainly potential for loss of regional revenue due to a system that is not yet integrated in real-time. The Jakarta Provincial Government must not rely solely on aggregate reports without transparent and accountable data testing,” he said.

In addition, Kenneth highlighted the Functional Worthiness Certificate (SLF) that has expired and assessed that this issue is not merely administrative but also related to public safety aspects.

On the other hand, all parking transaction data is requested to be opened to the Special Committee so that it can be compared with the real potential in the field.
