The Iranian government has finally informed non-hostile ships of the conditions for crossing the Strait of Hormuz. The conditions were submitted by Iran’s Ministry of Foreign Affairs to the International Maritime Organization (IMO). However, the provisions for passing through this narrow waterway are strict. Ships are required to coordinate with the competent authorities designated by the Iranian government. “Non-hostile ships may, provided they do not participate in or support aggressive actions against Iran, and fully comply with the stated safety and security regulations, benefit from safe passage through the Strait of Hormuz by coordinating with the competent authorities,” reads the written communication note submitted to the IMO, quoted from AFP on Tuesday (24/3/2026). There is an additional note that Iran does not wish to negotiate with ships or assets belonging to the United States (US) and Israel, along with other aggressors. They are prohibited from crossing the Strait of Hormuz. Nevertheless, Ebrahim Zolfaqari, spokesperson for the high command of Iran’s Khatam al-Anbiya Central Headquarters, stated that there is no negotiation as conveyed by Trump. He said the US is negotiating with itself. He added that US and Israeli aggression has failed, and they are covering it up with a peace agreement. “Don’t call your failure an agreement,” he added. In line with that, Washington claims to have sent a 15-point agreement to Iran, though the details are not specified.
