Investment Minister to Enlist Police Help Against Thuggery Disrupting Industrial Estates

JAKARTA - Investment and Downstreaming Minister/Head of the Investment Coordinating Board (BKPM) Rosan Roeslani will enlist the police to tackle acts of thuggery disrupting investment activities in industrial estates.

This follows reports of civil society organisations (ormas) disrupting the construction of a factory by Chinese automotive company BYD in Subang, West Java, some time ago.

"We are coordinating with the National Police Chief and also with local governments to ensure these things (thuggery) do not happen. Because this has a negative impact on incoming investment," said Rosan at the BKPM Office on Tuesday (29/4/2025).

Rosan affirmed that the Ministry of Investment and Downstreaming/BKPM is actively monitoring factory construction activities in industrial estates to prevent such incidents from recurring. Moreover, investors have already lodged complaints about these disruptions with the government.

"So we are truly monitoring directly. I have also ordered that all these reports be coordinated directly with the National Police Chief, Provincial Police Chiefs, District Police Chiefs, and even Sub-district Police Chiefs. We have coordinated to ensure these things must not happen again," Rosan explained.

Separately, Deputy Minister of Industry Faisol Riza affirmed that the issue between Chinese automotive company BYD and the civil society organisations disrupting them has been resolved.

The construction of BYD's factory in Subang, West Java, was reported to have experienced disruptions from ormas. Faisol said his side had coordinated with BYD on the matter.

"We have communicated and BYD stated that they can handle it," said Faisol when met at the Ministry of Industry office in South Jakarta on Monday (28/4/2025).

According to him, disruptions of this nature are commonplace occurrences. He expressed hope that similar incidents would not recur.

Previously, Deputy Chairman of the People's Consultative Assembly (MPR) Eddy Soeparno expressed concern over the thuggery practices of civil society organisations disrupting investment activities in industrial estates. He urged the government to act firmly to prevent this from setting a bad precedent for foreign investors in Indonesia.

"There was an issue related to thuggery, ormas disrupting the construction of BYD's production facilities. The government needs to be firm in addressing this problem," said Eddy on his Instagram account, posted on Sunday (20/4/2025).

"Investors coming to Indonesia must not be denied security guarantees. Security guarantees are the most fundamental matter," Eddy continued.

BYD's car assembly plant investment in Subang, West Java, is projected to employ 18,000 workers and begin production in 2026.

Acts of thuggery by ormas have also affected Vietnamese automotive company VinFast, as revealed by Moeldoko, General Chairman of the Indonesian Electric Vehicle Industry Association (Periklindo).
