Investment Minister Coordinates with Police to Combat Thuggery and Illegal Levies Targeting Investors

The government, through the Ministry of Investment and Downstreaming/Investment Coordinating Board (BKPM), has coordinated with the police to eradicate thuggery by mass organisations and illegal levies targeting businesses.

Investment and Downstreaming Minister/BKPM Head Rosan Roeslani made the announcement following widespread complaints from entrepreneurs about thuggery and extortion.

"We are coordinating with the National Police Chief and also with regional governments to ensure these things do not happen," Rosan said in Jakarta on Tuesday, 29 April 2025.

Rosan added that thuggery and illegal levies have had a negative impact on the investment climate. BKPM has also received complaints from investors regarding such practices.

"Because this [mass organisation thuggery] has a negative impact on incoming investment. So we are truly monitoring it directly," Rosan stressed.

The BKPM Head, who also serves as CEO of Danantara, expressed hope that in future no investors would be disturbed by thugs and illegal levies.

"I have ordered that we coordinate directly on these reports. At the level of the National Police Chief, Regional Police Chiefs, District Police Chiefs and Sub-district Police Chiefs, we have already coordinated to ensure these things must not happen again," Rosan affirmed.

Recently, electric vehicle factories belonging to BYD and VinFast in Subang, West Java, fell victim to thuggery by mass organisations. However, it was not disclosed which organisations were involved in the incidents.
