Inventory of wealth

Sinar Pagi states that according to the law observer from the Airlangga University in Surabaya, M. Zaidun, quoting the 20th Congress of the Islamic Students Association (HMI), the inventory of officials' wealth is a pre-requisite to a "clean government."
In fact the formulation of an inventory of wealth for Indonesian officials has yet to be legalized. So, the least we can do is to formulate a bill for that purpose, if a clean government is really to be achieved.
This reminds me of a long-time regulation, Presidential Decision No 52/1970, which requires the listing of the wealth of officials. So far this regulation has never been implemented. I do not know for sure whether the decision has been revoked by the government or not, because for the past 24 years we have not heard anything about it.
In its congress HMI also discussed the need to limit the presidential terms of office as well as other important issues. I think there is no use in discussing this particular issue because it's a waste of time and energy. Dozens of seminars made this issue their focus of agenda, but no follow-up actions have been taken.
