Internet Operators Seek Middle Ground on Network Relocation and Costs

JAKARTA, KOMPAS.com - The Association of Telecommunications Network Providers (Apjatel) is seeking a middle ground between the reorganisation of telecommunications networks and the pressure of operational costs currently faced by internet operators amid fluctuating global economic conditions.

On one hand, network reorganisation is deemed necessary because the condition of cables and telecommunications infrastructure in several areas is still chaotic and poses risks to public safety. On the other hand, operators are also facing a surge in operational expenses (Opex) and capital expenditures (Capex) that burden business continuity.

Apjatel General Chairman Jerry Mangasas Swandy stated that the association fully supports the efforts to reorganise telecommunications networks, which are currently considered disorganised.

“Apjatel fully supports the efforts to reorganise telecommunications networks that are currently considered disorganised,” Jerry said in a press release on Monday (11/5/2026).

Therefore, Apjatel requests that all ongoing relocation works, especially those involving excavations, manholes, handholes, and other open infrastructure, be completed quickly and accurately.

In addition, Apjatel also asks all its members to prioritise public safety in every stage of fieldwork.

Amid this reorganisation, Apjatel believes there needs to be a balance between accelerating network relocation and the business continuity of operators so that internet services to the public remain operational.

“Internet is now a need equivalent to electricity and water,” Jerry said.

The association states that it remains committed to supporting government strategic projects that have broad impacts on national interests.

However, for non-PSN network relocations that are a collaborative programme with local governments, Apjatel requests a temporary halt or freeze for one month starting from the issuance of the press release.

According to Apjatel, this step is necessary to give operators room to manage finances and resources amid the surge in operational costs.

In addition, Apjatel is currently conducting internal discussions on an ideal telecommunications network reorganisation scheme.

This scheme is said to still allow the network reorganisation programme to proceed in the future without disrupting operators’ daily operations.

Apjatel also emphasises that telecommunications network operators must remain able to survive and serve the public’s internet needs.

Amid the cost pressures and network reorganisation needs, telecommunications industry players are also highlighting other issues deemed to affect the sustainability of internet services and equitable access for the public.

“Internet tariffs have the potential to increase,” said ATSI’s Legal Representative Adnial Roemza during a hearing at the Constitutional Court on Monday (4/5/2026).

According to him, this condition could lead high-purchasing power parties to hoard limited internet access for their own interests or affiliates.

ATSI also believes that changes in the regulatory framework have the potential to conflict with international telecommunications standardisation practices and regulations.
