Interior Minister proposes special index to ensure child protection regulation effective across regions
Jakarta — Interior Minister Tito Karnavian has proposed establishing a special regional index to ensure Government Regulation No. 17 of 2025 concerning the Protection of Electronic System Administration for Child Protection (PP Tunas) can be implemented effectively across each region in Indonesia.
“I suggested earlier that we create an index: a child protection index for regions guarding children from the dangers or negative impacts of electronic systems. This would automatically encourage regions to compete. Certainly, no region would want to be ranked at the bottom,” Tito said during a PP Tunas Implementation Coordination Meeting at the Communications and Digital Ministry office in Jakarta on Wednesday.
The Interior Minister also committed to ensuring PP Tunas implementation and socialisation are included in local government programme planning through Medium-Term Regional Development Plans (RPJMD), Regional Budget and Expenditure Plans (APBD), and annual Government Work Plans (RKP).
“Using the specific characteristics of each region, for example in Bali, they could use customary practices in educating children and preventing electronic system misuse,” Tito explained.
Additionally, the Interior Ministry will introduce capacity development programmes for officers to socialise PP Tunas so they understand how electronic systems operate effectively.
The Interior Ministry will monitor and evaluate the performance of all local governments across 38 provinces, 98 cities, and 416 districts to ensure PP Tunas operates effectively.
“Finally, we will conduct monitoring, evaluation, and oversight to identify which regions are following up properly and which are stagnant or indifferent. Regions with good performance will receive rewards, and the Interior Ministry can prepare budgets for this,” Tito stated.
Tito is considering providing incentives to regions that implement PP Tunas optimally.
