Intelligence is a determining factor in anticipating security
problems. It serves as a preventive measure against disturbances,
unlike the fire brigade which acts whenever there is a fire
taking place. Intelligence must be able to anticipate, predict
and draw an analysis and ultimately make the right decisions to
thwart catastrophe.

Under this backdrop intelligence's role is crucial, especially
in dealing with terrorism and conflicts among various social
groups that lately have prevailed in several regions, not to
mention the fact that we all lack the techniques and ethics in
implementing democracy correctly.

Further, the intelligence bill that is being prepared should
be given due consideration. We hope the intelligence law would be
able to answer the challenges in future and the Military and the
Police should work together to accomplish the common goal of
intelligence. Overlapping jobs must be strictly avoided.

It should be noted that the process of establishing the
intelligence law must involve various elements of the nation so
as to produce a law that can guarantee justice and meet the needs
of democracy.
