JAKARTA (JP): Deputy Governor for Administrative Affairs
Idroes said on Tuesday that he will order all of the capital's
five mayors to establish an integrated service system for
processing building permits.
"I will ask all the mayors to establish the integrated service
system to help provide better service in the processing of
building permits," Idroes said.
Last week, Suharto, head of the City's Development Supervision
Office, said that Governor Surjadi Soedirdja has already agreed
with a proposal on the establishment of an integrated system for
building permit processing at the mayoralty level.
Suharto said that the processing of building permits is not as
simple as it sounds because the office still has to check the
plot of land on which the building will be constructed and
measure it.
He said that the integrated system will involve four related
offices, the City's Development Supervision Office,the City
Planning Office, the National Land Agency and the tax office.
"The integrated service system is a very positive idea. But,
it depends on every mayoralty's policy. The development
supervision office has already assigned a number of its officers
to the related offices," Suharto said.
"The five mayoralties have already prepared for the
introduction of the integrated system," Idroes said.
Suharto said that the development supervision office has
already applied a computerized system to support the efforts at
integrated service.
He said that in 1993/1994, the office issued 15,771 building
permits out of the 16,113 applied for. In 1994/1995, 16,766
permits were issued of the 17,209 applied for.
In a related development, Suharto said that he will take stern
action against any developers who do not pay attention to the
sanitation at their project sites.
"I will revoke their development permits if the companies are
found guilty of disturbing the environment at locations near
their project sites," Suharto said.
Last week, the municipal administration reprimanded seven
large-scale developers for constructing luxury apartments,
shopping centers, office buildings and other projects without
permits.
Each of the seven companies were fined between six to 12 times
the normal fee for processing a building permit.
"We are not just threatening the developers. We are serious,
especially in relation to developers in Pluit, the Casablanca
area, Taman Rasuna and Jl. Satrio," he said.
Suharto said that in the current 1995/1996 fiscal year, which
started last month, his office has already collected Rp 4.67
billion (US$2.1 million) in building permit processing fees. This
