Integrated service system plan<\/p>\n
JAKARTA (JP): Deputy Governor for Administrative Affairs
\nIdroes said on Tuesday that he will order all of the capital's
\nfive mayors to establish an integrated service system for
\nprocessing building permits.<\/p>\n
\"I will ask all the mayors to establish the integrated service
\nsystem to help provide better service in the processing of
\nbuilding permits,\" Idroes said.<\/p>\n
Last week, Suharto, head of the City's Development Supervision
\nOffice, said that Governor Surjadi Soedirdja has already agreed
\nwith a proposal on the establishment of an integrated system for
\nbuilding permit processing at the mayoralty level.<\/p>\n
Suharto said that the processing of building permits is not as
\nsimple as it sounds because the office still has to check the
\nplot of land on which the building will be constructed and
\nmeasure it.<\/p>\n
He said that the integrated system will involve four related
\noffices, the City's Development Supervision Office,the City
\nPlanning Office, the National Land Agency and the tax office.<\/p>\n
\"The integrated service system is a very positive idea. But,
\nit depends on every mayoralty's policy. The development
\nsupervision office has already assigned a number of its officers
\nto the related offices,\" Suharto said.<\/p>\n
\"The five mayoralties have already prepared for the
\nintroduction of the integrated system,\" Idroes said.<\/p>\n
Suharto said that the development supervision office has
\nalready applied a computerized system to support the efforts at
\nintegrated service.<\/p>\n
He said that in 1993\/1994, the office issued 15,771 building
\npermits out of the 16,113 applied for. In 1994\/1995, 16,766
\npermits were issued of the 17,209 applied for.<\/p>\n
In a related development, Suharto said that he will take stern
\naction against any developers who do not pay attention to the
\nsanitation at their project sites.<\/p>\n
\"I will revoke their development permits if the companies are
\nfound guilty of disturbing the environment at locations near
\ntheir project sites,\" Suharto said.<\/p>\n
Last week, the municipal administration reprimanded seven
\nlarge-scale developers for constructing luxury apartments,
\nshopping centers, office buildings and other projects without
\npermits.<\/p>\n
Each of the seven companies were fined between six to 12 times
\nthe normal fee for processing a building permit.<\/p>\n
\"We are not just threatening the developers. We are serious,
\nespecially in relation to developers in Pluit, the Casablanca
\narea, Taman Rasuna and Jl. Satrio,\" he said.<\/p>\n
Suharto said that in the current 1995\/1996 fiscal year, which
\nstarted last month, his office has already collected Rp 4.67
\nbillion (US$2.1 million) in building permit processing fees. This
