Information Commission Chief Urges Excellence in Public Information Services in North Jakarta

Jakarta — The Chair of the Information Commission (KI) of DKI Jakarta, Harry Ara Hutabarat, has called for information services in Jakarta’s most northern region, such as Cilincing Subdistrict, to consistently maintain the highest and most progressive standards.

“Despite being located at Jakarta’s furthest edge, such as in Cilincing Subdistrict, frontline information service providers must remain at the forefront in delivering public information disclosure services to the community,” said Harry in Jakarta on Tuesday.

According to him, public information disclosure is an important component of transparent and accountable public services.

He made these remarks following a visit to the Cilincing Subdistrict Office, which was part of a series of capacity-building and strengthening initiatives aimed at implementing public information disclosure across public institutions, particularly at the subdistrict level.

Harry explained that e-monitoring results demonstrate an improvement in information disclosure performance at Cilincing Subdistrict in recent years.

He commended the efforts undertaken, noting that in 2025, Cilincing Subdistrict attained the “Advancing Informative” status.

In previous years, he said, its status had been non-informative, but it subsequently improved to “advancing informative” in 2025.

“This is certainly commendable and represents an initial step towards continuing to improve the quality of information services to the public,” said Harry.

He also highlighted the importance of strengthening facilities and mechanisms for public information services, particularly regarding the physical services of the Information and Document Management Officer (PPID) at the subdistrict level.

This can be accomplished by providing information media, such as banners or information boards in public service areas.

He stated that when members of the public visit the subdistrict office, they should immediately understand how to submit information requests, what the requirements are, and where to submit their applications.

“This is crucial for services to run effectively and transparently,” stressed Harry.

He also emphasised that strengthening the PPID is not solely intended to meet evaluation indicators in e-monitoring, but also to improve public service administration at public institutions.

Harry viewed well-managed public information disclosure as capable of protecting public institutions from potential abuse of information requests by irresponsible parties.

“With a strong PPID system, public institutions have clear mechanisms for serving information requests. Which information is open, which is excluded, all of this is already regulated in the Public Information List and the List of Excluded Information,” explained Harry.

Furthermore, he encouraged subdistrict officials to conduct regular internal consolidation, including strengthening personnel’s understanding of public information management and service mechanisms to the community.

“We hope that following this visit, Cilincing Subdistrict will continue to improve the quality of public information services, so that in the future it can attain the ‘Informative’ status,” said Harry.

He noted that the visit also served as an opportunity to strengthen synergy between the Information Commission of DKI Jakarta and Cilincing Subdistrict Government in promoting more transparent, participatory, and accountable governance through the implementation of public information disclosure.

Meanwhile, Cilincing Subdistrict Deputy Head Shalih Nopiansyar expressed appreciation and thanks for the Information Commission’s working visit to Cilincing Subdistrict.

He viewed the activity as an important part in encouraging improved quality of public information disclosure services at the subdistrict level.

His office committed to following up on various inputs and directives shared during the meeting, particularly regarding the strengthening of PPID services and information service facilities.

“We also consistently manage public information disclosure within Cilincing Subdistrict and hope that in the future, the quality of information services to the community can continue to be improved,” said Shalih.
