Indosat’s VP Head of Prepaid Product and Pricing Strategy, Nicholas Yulius Munandar, believes that the proposal for active internet quotas without expiry limitations would actually disadvantage consumers. He expressed this view during a hearing at the Constitutional Court (MK) under cases Number 33/PUU-XXIV/2026 and 273/PUU-XXIII/2025 on Monday (4/5/2026) in response to this concept. The issue is that if internet quotas remain active without time limits, purchase tariffs would rise. Operators would also need to alter their network management and capacity schemes if this model were implemented. This would increase operational costs, which would ultimately be borne by consumers with every internet quota purchase. Regarding the standardisation of internet services, this proposal is difficult to realise because societal needs are varied. Some require only a few gigabytes (GB), while many others purchase large amounts of quota. “This is a reality that shows internet data services cannot be designed with just one uniform approach,” he said. Society views internet quotas as the purchase of goods that fully belong to them after payment. However, operators see this as the procurement of a service, not goods. Society’s perspective on internet quotas as goods is quite strong, even though they are intangible; for example, electricity flow is paid for with money but provides an electricity token without an expiry date.
