Indonesia’s Directorate General of Intellectual Property (DJKI) of the Ministry of Law is strengthening Indonesia’s position in international forums by discussing the Indonesian Proposal during a bilateral meeting with the United Kingdom Intellectual Property Office (UK IPO) on the sidelines of the International Trademark Association (INTA) 2026 Annual Meeting at ExCeL London.

The Director General of Intellectual Property, Hermansyah Siregar, stated that the Elements Paper submitted by Indonesia has now been officially recognised as a formal session document for the World Intellectual Property Organization (WIPO) Standing Committee on Copyright and Related Rights (SCCR)/48. This step is seen as significant progress in strengthening the economic rights protection for creators in the digital era.

Hermansyah emphasised that support and strategic perspectives from the UK are crucial for the success of the Indonesian Proposal. According to him, the UK’s experience in copyright governance can serve as an important reference for Indonesia.

“The UK’s views and experiences are very valuable to us, especially in strengthening the Indonesian Proposal to address the challenges of exploiting works in the modern digital ecosystem,” said Hermansyah at ExCeL, London, on Tuesday (5/5).

Hermansyah explained that Indonesia is entering the finalisation stage of revising Law No. 28 of 2014 on Copyright (RUU Hak Cipta) to make it more adaptive to digital disruptions. The revision includes strengthening intermediary liability as well as royalty governance through collective management organisations (CMOs).

Meanwhile, the Head of Policy Strategy Agency of the Ministry of Law, Andry Indrady, added that the main challenge now lies in modern digital exploitation involving algorithms and cross-border data. Therefore, international coordination is needed to ensure fair remuneration and algorithmic transparency.

“The aim of Indonesia’s proposal is to strengthen the fulfilment of recognised rights without changing substantive law, thereby increasing legal certainty and promoting fair remuneration through algorithmic transparency,” he stated.

In response, the UK IPO welcomed the initiative positively and opened opportunities for further cooperation through a memorandum of understanding (MoU). However, internal discussions will still be held considering changes in UK IPO’s internal management.

As a follow-up, Indonesia will soon hold a subsequent meeting with UK IPO representatives in the ASEAN region to formulate more concrete cooperation points. Technical meetings with the UK IPO Copyright team are also scheduled to further discuss the Indonesian Proposal and the revision of the Copyright Bill.
