REPUBLIKA.CO.ID, LONDON – The Directorate General of Intellectual Property (DJKI) of the Ministry of Law discussed the Indonesian Proposal in a bilateral meeting with the United Kingdom Intellectual Property Office (UK IPO) on the sidelines of the 2026 Annual Meeting of the International Trademark Association (INTA) at ExCeL London. The meeting addressed strengthening the protection of economic rights for creators amid developments in the global digital ecosystem.

Director General of Intellectual Property Hermansyah Siregar stated that the Elements Paper submitted by Indonesia has been recognised as a formal session document in the 48th World Intellectual Property Organization Standing Committee on Copyright and Related Rights (SCCR). This recognition is seen as a significant step forward for Indonesia in advancing copyright protection issues at the international level.

Hermansyah said that support and experience from the UK are crucial for bolstering the substance of the Indonesian Proposal, particularly in addressing exploitation practices of works on digital platforms. “The UK’s views and experiences are highly valuable to us, especially in strengthening the Indonesian Proposal to tackle challenges of work exploitation in the modern digital ecosystem,” Hermansyah said at ExCeL, London, on Tuesday, 5 May 2026.

He added that Indonesia is also finalising revisions to Law No. 28 of 2014 on Copyright to make it more responsive to digital disruptions. These revisions include strengthening the responsibilities of digital intermediaries and improving royalty governance through collective management organisations.

Head of Policy Strategy Agency of the Ministry of Law Andry Indrady said that current copyright protection challenges relate to the use of algorithms and cross-border data flows that affect the economic value distribution of creative works. According to him, international coordination is necessary to ensure a fair and transparent remuneration system. “The goal of Indonesia’s proposal is to strengthen the fulfilment of recognised rights without altering substantive law, thereby enhancing legal certainty and promoting fair remuneration through algorithmic transparency,” Andry said.

In the meeting, the UK IPO conveyed a positive response to the Indonesian Proposal and opened opportunities for further cooperation through a memorandum of understanding (MoU). Internal discussions will still be conducted by the UK side in line with changes in the institution’s leadership.

As a follow-up, Indonesia plans to hold a subsequent meeting with UK IPO representatives in the ASEAN region to formulate more concrete technical cooperation. A meeting with the UK IPO Copyright team is also scheduled to further discuss the development of the Indonesian Proposal and progress on the Copyright Bill revisions.
