Indonesian National Police Prepare Contraflow, One-Way and Odd-Even Schemes on Trans-Java Toll Road for Lebaran Exodus

National Police Chief General Listyo Sigit Prabowo has unveiled a series of strategies to address the surge in vehicle traffic during the 2026 Lebaran exodus. Several traffic engineering measures have been prepared to facilitate smooth holiday travel for the public.

These include contraflow systems, one-way lanes and odd-even schemes on several sections of the Trans-Java toll road during the outbound and return holiday periods. The specific locations for contraflow and one-way systems have been designated.

A coordination meeting was held at the Mutiara Auditorium, STIK-PTIK Lemdiklat Polri, on Monday (2 March 2026). The meeting was organised under the theme “Safe Exodus, Happy Family”. General Sigit sat alongside ministers and agency heads to align security measures.

Attendees included Coordinating Minister for People’s Welfare Pratikno, Minister of Religious Affairs Nasaruddin Umar, Minister of Trade Budi Santoso, and Minister of Transportation Dudy Purwagandhi. Also present were Deputy Commander for Operations of the Armed Forces Marshal M. Taufiq Arasj, the Head of the National Disaster Management Authority, Meteorology and Geophysics Agency Chief Teuku Faisal Fathani, and heads of state-owned enterprises including Pertamina, Jasa Marga, and Jasa Raharja.

“We will still enforce the one-way system during the outbound traffic period, with this activity beginning from kilometre 70 of the Japek toll road,” said General Sigit at the location.

Before implementing the one-way system, the Police Traffic Corps will clean the lanes and rest areas. During normalisation operations, officers will also conduct sweeps.

“However, in the field, please adjust according to discretion whilst observing the density indicators that exist,” he stated.

The same applies to the odd-even and contraflow systems that will be implemented. The odd-even scheme will be applied on the Japek toll road through to the Kalikangkung toll road. Meanwhile, the contraflow system for outbound traffic will be implemented on the Japek toll road.

“For the odd-even system, it begins from kilometre 47 to kilometre 414 on the Semarang-Batang section. For contraflow, it begins from kilometre 47 to kilometre 70,” he explained.

The same applies to the return journey during Lebaran. Police will implement traffic engineering measures according to congestion dynamics in the field.

“Everything is carried out based on traffic counting studies involving relevant stakeholders. So when we implement traffic engineering, everything runs according to plan,” General Sigit said.

According to Sigit, traffic engineering arrangements on toll roads are key to ensuring that security measures and services for the holiday exodus succeed. The origin areas of travellers are dominated by West Java, Jabodetabek (Jakarta and Banten) through to East Java.

“Meanwhile, the five most common destinations are Central Java, East Java, West Java, and so on,” he continued.

Security focus extends beyond ensuring smooth traffic flow on toll roads and major arteries, but also covers 121,803 mosques for Eid prayers, as well as over 4,000 tourist attractions expected to be inundated with visitors during the Lebaran holiday period.

Operation Ketupat 2026 is planned to run for 13 days, from 13 to 25 March 2026. This aligns with the prediction that the peak outbound traffic of the first wave is expected to fall on 14-15 March.

The meeting was attended by 302 participants in person, including 28 National Police Headquarters unit heads and 36 regional police chiefs from across Indonesia. In the structure of Operation Ketupat 2026, National Police Chief General Listyo Sigit acts as the Operation Policy Manager, supported by Deputy National Police Chief General Dedi Prasetyo as Deputy Manager. Technically, the operation will be led by National Police Traffic Chief Inspector General Agus Suryonugroho as the field operations commander. All Operation Ketupat 2026 officials attended this coordination meeting.

Meanwhile, district police chiefs and regional government coordination structures followed the coordination meeting virtually to ensure central instructions reached down to the regional level.
