JAKARTA, KOMPAS.com - The government is providing special facilities for Indonesian Hajj pilgrims in the form of exemptions from import duties and taxes on both carried luggage and shipments from abroad. Head of Import Section III of the Directorate General of Customs and Excise (DJBC) of the Ministry of Finance, Cindhe Marjuang Praja, stated that until now, there has been no specific regulation regarding Hajj pilgrims’ goods, whether carried directly or shipped to Indonesia. “Before getting into the details, perhaps a bit of background that until now there has indeed been no specific regulation for goods carried directly by pilgrims or shipped goods,” Cindhe said during a media briefing on Thursday (16/4/2026). The regulation is contained in Minister of Finance Regulation (PMK) No. 4 of 2025 and PMK No. 34 of 2025 as part of the government’s efforts to provide service conveniences for Hajj pilgrims. Under the latest regulation, Hajj pilgrims are granted import duty exemptions for shipped goods a maximum of two times during the Hajj pilgrimage period. Each shipment is limited to US$1,500 (Free on Board/FOB). However, if the value of the shipped goods exceeds US$1,500 per shipment or the frequency exceeds two times, the excess will be subject to an import duty of 7.5 percent and VAT in accordance with applicable provisions. In addition, there are several technical requirements that must be met. Cindhe mentioned that shipped goods must be notified through postal service providers using CN documents, accompanied by proof of cooperation with agents abroad, and including the pilgrim’s identity such as passport number for validation purposes. This provision is implemented to facilitate inspection and supervision processes in the field. Besides shipped goods, said Cindhe, the government is also providing facilities for passengers’ carried luggage upon return to Indonesia. For regular Hajj pilgrims, there is no value limit as long as the carried items are still in the category of personal belongings or reasonable souvenirs.
