Indonesia Set to Become Asia's First Quantum AI Data Centre Hub with US$400 Million Investment in Batam

Indonesia is preparing to enter a new chapter as Asia's first quantum technology-based artificial intelligence hub. The Ministry of Investment and Downstream Industries/BKPM is facilitating an investment worth US$400 million, or more than Rp6 trillion, for the construction of a quantum AI data centre in Batam, Riau Islands.

The advanced data centre will be built by Silicon Valley-based technology firm Worldvuer iByond Limited, in partnership with the green industrial estate Tunas Prima Industrial Estate. This initial phase of investment was formalised through the signing of a strategic cooperation agreement on Wednesday (9 July).

Deputy Minister of Investment and Downstream Industries/Deputy Head of BKPM, Todotua Pasaribu, stated that the project positions Indonesia as a major player in the regional digital economy ecosystem.

"This is in line with President Prabowo's directive targeting 8 per cent economic growth towards Golden Indonesia 2045. The digital economy, particularly data centres, is a key pillar to achieving this. Indonesia has extraordinary potential in this sector, and we are ready to become a principal partner in building Asia's digital future," said Todotua in Jakarta on Tuesday (15 July).

The data centre will be constructed in the Tunas Prima industrial estate in Batam — an area designed with a sustainable approach, relying on renewable energy from solar panels and an independent water treatment system. The location has previously attracted investment from global players such as Apple for iPhone and AirTags production.

Worldvuer iByond Limited is known as the developer of the Vovea iByond Operating System, a cutting-edge computing technology that combines artificial intelligence, big data analytics, and quantum computing for performance that surpasses conventional data centres.

"Indonesia will be the first base for this technology in Asia, following its earlier development in Silicon Valley and the Middle East," said Todotua.

Beyond the data centre project, Worldvuer is also exploring potential cooperation in the energy sector, following in the footsteps of its collaboration with Aramco in Saudi Arabia. The company is also in exploratory discussions on telecommunications technology with Telkom Group and the Ministry of Communications and Digital Affairs.

The government has declared its full support for the investment, including through regulatory simplification and fiscal incentives. "Through the Job Creation Law and the OSS system, we have simplified regulations. We also provide various fiscal incentives such as tax holidays, super tax deductions for research and human resource development, as well as import duty exemptions for equipment. This is our commitment to supporting quality investments such as this project," Todotua affirmed.
