Indonesia Releases Digital Government Master Plan 2025-2045: Here's a Sneak Peek!

Jakarta, CNBC Indonesia - The Indonesian government launched the Digital Government Master Plan 2025-2045 at the Bappenas Building, Jakarta, on Thursday (February 26, 2026). This document serves as a national roadmap for realizing data-driven and integrated governance and public services that have a real impact on society.

The Digital Government Master Plan 2025-2045 was prepared as a common reference for ministries/agencies and local governments in planning, budgeting, implementing, and evaluating government digital programs.

The Minister of PPN/Head of Bappenas, Rachmat Pambudy, revealed that this document ensures that all digital transformation initiatives are in line with the direction of national development towards Golden Indonesia 2045, as mandated in the National Long-Term Development Plan (RPJPN) 2025-2045.

The launch of this document reaffirms the position of this Master Plan as a national strategic document and the main foundation for accelerating digital transformation in government administration and public services.

This document also marks a shift from a sectoral e-government approach to an integrated Digital Government that is user-centric and supported by interoperable systems and data.

“Now we will make history. The history of the launch of the Indonesian Digital Government Master Plan,” said Rachmat.

Since the beginning of national development planning on April 1, 1969, the foundation of policy has been built with a human-centered and data-driven approach. The success of development in the past shows that data accuracy is the key to policy effectiveness.

“The basis of development is data. Therefore, the first thing that needs to be done before building is statistical data. The data that was collected manually at that time could be like that. If what was previously manual became digital, then I am sure that what we are aspiring for today will be achieved,” he explained.

According to him, the preparation of this Master Plan is aimed at strengthening cross-sectoral synchronization, ensuring the integration of digital services between central and local government agencies, prioritizing a human-centric approach in technology development, building digital services that apply the principles of secure and privacy by design, and ensuring that government digital policies can have a real impact on society, government, and the business world.

In its implementation, strengthening data governance is a major prerequisite. The Digital Government ecosystem must be supported by accurate, standardized, and interoperable data to produce targeted policies and increase public accountability and trust.

The Deputy for Economy and Digital Transformation of the Ministry of PPN/Bappenas, Vivi Yulaswati, also emphasized that the preparation of the Digital Government Master Plan 2025-2045 has gone through a long and participatory process, involving ministries/agencies, local governments, associations, academics, and development partners.

According to Vivi, Digital Government should be understood as a governance approach that places technology as a tool to improve the quality of public services.

“Until today, we are still faced with many challenges, including fragmentation of application systems, lack of collaboration between agencies, limited budgets, resources, and technology infrastructure. Digital government is the organization of government that uses digital technology through government and community synergy to create efficiency, effectiveness, and certainly better, faster, and more inclusive public services,” said Vivi.

The event was also attended by the Head of the Government Digital Transformation Acceleration Committee, Luhut Binsar Pandjaitan; Minister of Administrative and Bureaucratic Reform, Rini Widyantini; and Minister of Communication and Digital, Meutya Hafid.

The activity continued with a panel discussion on the theme “Realizing Digital Government: Implementation Challenges and Policy Directions 2025-2045” and presented government stakeholders, global partners, and practitioners, including representatives from the Government Digital Service (UK), GovTech Singapore, the Ministry of PPN/Bappenas, the Ministry of PANRB, and the Ministry of Communication and Digital.

This forum is a strategic space to enrich implementation perspectives, strengthen cross-sectoral coordination, and encourage the adoption of relevant global best practices in the Indonesian context. This transformation is expected to build an adaptive, integrated, secure, and community-oriented government administration, while strengthening the effectiveness and competitiveness of national development towards the vision of Golden Indonesia 2045.
