Jakarta (ANTARA) - Indonesia Re is strengthening national disaster resilience through strategic support for the development of the Disaster Risk Financing and Insurance (DRFI) framework, delivered at the International Seminar on Disaster Risk Transfer on 11–12 February 2026 at éL Hotel Bandung. The seminar, organised by the Ministry of Finance of the Republic of Indonesia through the Directorate General of Financing and Risk Management in collaboration with Institut Teknologi Bandung and supported by the World Bank, serves as a forum to strengthen the disaster risk financing and insurance ecosystem in Indonesia through risk modelling, knowledge exchange, and the development of national risk transfer instruments.

Delil Khairat, Chief Technical and Operations Officer of Indonesia Re, said that strengthening risk modelling is a crucial foundation for the effectiveness of national disaster risk transfer policy.

“Through the development of national risk modelling and integrated risk transfer instruments, Indonesia strengthens national fiscal protection based on domestic capacity and global collaboration,” Delil said in a formal statement in Jakarta, on Tuesday.

The international seminar brought together policymakers, academics, industry players, and practitioners from various countries. The forum serves as a strategic platform to strengthen Indonesia’s DRFI ecosystem through the dissemination of internationally benchmarked disaster risk models and the strengthening of institutional capacity.

In the forum, Indonesia Re played an active role in supporting the development of the national DRFI ecosystem, from disaster risk assessment studies, the design of parametric insurance products for earthquakes and floods, strengthening the regulatory framework, to the implementation of capacity-building programmes and focus-group discussions to raise the competence of the national team to international standards.

Indonesia Re also presented a parametric insurance-based risk transfer scheme, including the trigger structure, payout mechanism, and national reinsurance capacity. The scheme was appreciated by domestic and international participants as a model of government-industry-academia collaboration in disaster risk management.

Beyond technical contributions, the state-owned reinsurance company also served as a co-initiator of the seminar, together with DJPPR and ITB, coordinating participation of global and national reinsurance industry players, and promoting cross-institution collaboration in the development of a national disaster risk research centre.

Another key agenda of the forum was the launch of the ITB Center for Catastrophic Risk and Finance as a multi-institutional research centre focused on the sustainable development of national disaster risk models. The centre’s presence is expected to strengthen data and risk analysis as the basis for more measurable financing and disaster protection policies.

Going forward, Indonesia Re, together with strategic partners, will continue to promote the utilisation of disaster risk models produced by the national research centre to support policy-making, the development of protection products, and the strengthening of the national insurance industry in facing increasingly complex disaster risks.
