Implementation of MLFF Still Awaiting Toll Road Users' Readiness
JAKARTA, KOMPAS.com - The contactless, cashless toll transaction system without stopping, or Multi Lane Free Flow (MLFF), has not yet been implemented. One of the reasons is that it is still awaiting the readiness of toll road users for the new technology. “Adopting a new system requires behavioural readiness. Therefore, an adaptation process and socialisation need to be prepared so that the public can use this system well,” said the Head of the Toll Road Regulatory Agency (BPJT) Wilan Oktavian, quoted from an official statement, Friday (17/04/2026). The government assures that the implementation of MLFF is currently still in the pre-trial stage. This stage includes the implementation of functional tests and has not yet entered the phase of widespread trials. Wilan emphasised that the development of MLFF is part of the transformation of the national toll road service system, carried out gradually and measurably. On the other hand, the readiness of the ecosystem is also a concern for the government. Coordination continues to be carried out with the MLFF Implementing Business Entity (BUP) and stakeholders, including the alignment of regulations, system integration, data security, and operational support. With this approach, MLFF is expected to improve traffic smoothness, travel efficiency, and the quality of toll road services sustainably. The Minister of Public Works (PU) Dody Hanggodo has openly stated that this technology from Hungary is still far from perfect for implementation in Indonesia. Although it promises time efficiency down to seconds, the reality on the ground shows technical obstacles that cannot be ignored. “Up to this moment, it is not perfect,” Dody stressed in response to questions from Kompas.com, Saturday (28/3/2026). However, evaluation results show that the system has not yet been able to capture vehicle data with the expected accuracy.
